City
of Madison Weights and Measures Program
The
Weights and Measures program for the City of Madison works
within the Department of Planning and
Development-Inspection Unit.
Weights and Measures inspectors in this program
monitor retail businesses for correctness of devices
(accuracy is a part of correctness), product weights that
are at or above the stated net weight (weight of packaging
must be deducted) and scanner price accuracy.
The
program uses national inspection standards found in
handbooks 44, 130 and 133 to ensure that testing is
uniform with testing that is done by other city and state
inspectors. Following
up on consumer complaints and non-compliance issues with
progressive enforcement action are important facets of the
program. The
program goal is to maintain equity in the market place,
protecting both consumers and businesses.
The
laws that govern weights and measures are found in Chapter
22 of city ordinance. State laws are also enforced by the city and the state laws
reference specific handbooks that were written by the
National Conference on Weights and Measures.
It is important to know that these handbooks are
written and all changes done in cooperation with private
companies such as scale manufacturers, gas pump
manufacturers and the consumer commodity industries.
They have had a great influence on all the
requirements set forth in these handbooks.
The
City of Madison licenses all of the devices that it
inspects and tests. New
businesses should contact the weights and measures
inspection office to verify that the device or devices
they are purchasing comply with all requirements for a
legal for trade retail device. * See section on New
Business Info.
We
have also provided information on our website for each of
the above items.
