During the State Street Redesign Project, Frances Plaza was designated as a "special place" along State Street, the dynamic pedestrian/bus transit mall that joins the University of Wisconsin-Madison, the State Capitol, businesses and residential areas. This project provides an opportunity for an artist, design team, or company to create a site-specific water feature that affirms the character of Madison and celebrates Madison's famed State Street. The Commission chose semi-finalists with the following experience and interest:
- Design and installation of outdoor art water features in extreme freeze / thaw conditions;
- Working in a collaborative effort with project design teams and engineers;
- Creating an aesthetically pleasing work that supports the goals and design elements of the State Street Design Project; and
- Artwork that minimizes operational / maintenance costs and energy needs.
