Expansion of Individual Choice and Agency Access to Resources
These activities help increase the access of lower income households to housing and business development resources through the provision of information and other non-monetary resources, or increase the capacity of community groups to improve such services. They include activities to provide housing counseling and improve the skills and credibility of low income renters. These activities address Objective E1 in the Five-Year Plan and generally assist households with very low incomes in the under 30% of median range.
Funds will be targeted to the operating costs of activities which provide information or other non-monetary resources to low and moderate income persons, such as housing counseling, training, mediation, services involving accessibility modifications, or business counseling. The Commission will reserve a portion of the funds to assist community agencies on a one-time basis to develop a prototype or conduct feasibility studies or address a short-lived revitalization opportunity.
The 1999 target goal is to co-sponsor (with other units of the Department) one Citywide conference of neighborhood associations, and publish one compendium of neighborhood association self-help activities and resources. Benchmark measures include the existence of viable neighborhood associations in every area of the City and progress toward the City's fair share goals.

The Commission will give priority to projects which either address fair housing goals, or activities which support the expansion of affordable housing and employment opportunities throughout the community.
