Revitalization of Concentration Neighborhoods

These activities support coordinated planning and implementation of revitalization projects within target neighborhoods in ways which strengthen the neighborhood environment and organizations. They include support for the planning process for the development of neighborhood plans in selected areas and the initial two-year funding of activities selected by those neighborhood steering committees involved in the development of such plans. These activities include the completion of neighborhood plans in the greater South Madison / Bay Creek area (and the funding of projects which will be developed from those plans), as well as the completion of projects approved through prior neighborhood planning processes. These activities address Objective L in the Five-Year Plan and generally serve all residents of the targeted neighborhoods, although activities are generally directed toward resident households or business owners whose incomes are at 80% or less of the area median. The objective is to promote revitalization activities which support coordinated efforts within key neighborhoods to increase resident involvement in planning and other civic activities, improve housing management, and foster comprehensive local social and physical efforts to enhance the quality of life for residents within target neighborhoods.
The Commission will reserve funds solely for use within a CDBG designated neighborhood. The Commission will target these funds for a three-year period for each designated neighborhood, to include one year of planning assistance for preparation of a neighborhood plan followed by two years of activity funding.
Activity funds are available only for proposals submitted by a City designated steering committee. Activity funds for 2002 and 2003 will be targeted to the cluster of Census Tracts 14.01 and 13.98 and a small portion of 12.98 (the Bay Creek / South Madison neighborhoods), with a second and third neighborhood area to be designated by the CDBG Commission for planning assistance in 2003-2004.
The 2003 objectives include the completion of a neighborhood plan in a new planning area, and implementation of activities in Census Tracts 14.01, 13.98, and 12.98. (Benchmarks include such measures as the stability of residency and the participation of residents in civic events.)

The Commission will provide funds to capitalized activities and for "public service" activities which are either one-time or will demonstrate self-sufficiency after the period of CDBG assistance. Activities which are categorized by HUD as public services will be limited to $10,000 per year per target neighborhood. Activities categorized by HUD as planning or administrative are not eligible.
Capital and infrastructure activities normally funded by the City as part of the capital budget process are not eligible, except for activities addressing accessibility or providing the neighborhood share of CitiARTS projects or neighborhood park improvements.
Activities must be consistent with the neighborhood plan developed by the neighborhood. Neighborhoods will be encouraged to recommend activities which address inter-related issues within a comprehensive strategy and which generate a long-term positive impact on the neighborhood.
