Improvement of Services to Homeless and Special Populations

These activities provide direct services or assistance to homeless persons and families to help them stabilize their housing situations and work to move them into permanent housing. Activities include case management, counseling, special transportation, medical or food assistance, or the provision of employment assistance. Activities address the service components of Objective N in the Five-Year Plan and generally serve households with 30% or less of the area median income.
The Commission will fund proposals which strengthen the area's continuum of care for homeless people, which prevent homelessness, or which move people into more stable or permanent living arrangements.

The Commission will give preference to service proposals designed to develop long-term solutions which assist homeless individuals in gaining the skills necessary to live independently and reduce future homeless episodes.
All ESG-funded activities must comply with ESG requirements outlined in 24 CFR 576.
Activities must be designed to contribute a 50/50 in-kind or cash match for all ESG funds awarded.
