... recommended tentative changes in the funding levels of "public services" projects (neighborhood centers, gardens, housing and homeless services) to accommodate an estimated 12% cut in CDBG funds for 2006. These agencies will receive about 95% of the 2005 funding level. Other capital-funded projects will be funded as recommended and adopted by the Council, in part using some of the repaid funds normally used to fund the "B" list for the approved "A" list capital projects.

... recommended, in concept, Council approval of a loan to the Dane Fund for approximately $1,000,000 to be used to leverage New Market Tax Credits for Genesis Development Corporation's business incubator in South Madison. The terms of the deal need to be worked through, but involve essentially the same conditions of job creation and contingent grant security as the resolution approved by the Council in February 2005. Since the incubator building has appreciated since then, and Genesis has drawn down more of the CDBG leasehold improvement loan since February, the amount will be approximately $100,000 higher then anticipated in February. The terms of the deal also require repayment of the earlier direct CDBG loans to Genesis.
... recommended Council approval of a subordination of a previous CDBG loan for the Madison Community Health Center, and transfer of the loan to a newly created subsidiary of the Center, Access Community Health Center Facilities. These new arrangements will permit MCHC to obtain New Market Tax Credit financing to help lower its debt service costs over the next seven years.
... recommended a deferred payment loan of $75,000 to Omega School to help purchase a building on West Badger Road.

... recommended Council approval of a resolution to use CDBG funds for City purchase and demolition of an eight-unit on Allied Drive owned by Friends Community Housing to provide temporary green space for the neighborhood, while the City uses TIF funds to develop a neighborhood plan for the area. The resolution also provides for the City to negotiate to obtain an option with Hauk Investments for the potential purchase of the 127-unit complex on Allied Drive, to serve as a future point of redevelopment in the neighborhood.

... recommended Council approval of City provision of $138,800 in HOME and EDI/Housing Trust Funds to Movin' Out to help purchase a duplex and a single-family home to serve as long-term rental housing for people with disabilities. The properties will be managed by the Wisconsin Initiative on Sustainable Housing (WISH), and program support for the residents will be provided by a third organization.
... recommended Mayoral approval of a request from the Community Action Coalition for$14,000 in CDBG funds for use in obtaining fencing, sheds, and other infrastructure improvements to help expand community gardens in several areas of the city.

The funds are derived from the program income revenue from a sale of the unit by a participant in the Movin' Out program.
... recommended Council approval of a request from the Madison Area CLT to transfer portions of the City mortgage and conditions on the Troy Gardens property to two special-purpose LLCs to own and manage the residential and conservation portions of the property. The terms and conditions of the original funding would remain intact.
... recommended that the Allied Vision Plan be referred for discussion to the newly formed Allied Task Force, and developed a list of issues and concerns for their consideration. The Commission expects to review and make additional recommendations after the Task Force has discussed the redevelopment issues and developed its preliminary report.

... recommended up to an additional $280,000 to Madison Development Corporation for a 23-unit reconstruction housing on West Mifflin Street, contingent on neighborhood review and land use approvals. The Commission also recommended that 9 of the units be reserved for households at 50% of Area Median Income (AMI), with the other 6 of the assisted units open to those at 60% of AMI.
