Highlights: 2018 Capital & Operating Budget

Dear Neighbors,

The Common Council approved, very early Wednesday morning, the Capital and Operating Budget for 2018. I thought it may be helpful to provide a baseline of the components that comprise our City budget.

CAPITAL BUDGET
The capital budget provides funding for the City's major construction projects including building new facilities, improving our transit system, maintaining our roads and parks, and purchasing major equipment.

Capital Improvement Plan
The Capital Improvement Plan lays out anticipated projects for the next five years. The 2018 Capital Improvement Plan (CIP) spans from 2018 to 2023. The plan funds a range of projects from maintaining current infrastructure and expanding bike paths to building new community centers and improving our parks.The majority of the CIP is funded through general obligation borrowing that will be repaid through the City property tax. Other major funding sources for the plan include grants from the Federal and State Governments, revenue bonds issued by the Sewer and Water utilities, Tax Increment Districts and impact fees paid by developers. Projects organized in 4 categories:Facilities, Parks, Transportation, Utilities.

Reauthorizations
Meaningful capital improvements can take time. Larger projects that span multiple years are reauthorized through the budget process; $141.7 million from prior years will be reauthorized in 2018. Key projects reauthorized in 2018 include the Madison Municipal Building renovation, Midtown Police Station, Pinney Library, Olbrich Botanical Complex, Judge Doyle Parking Structure, and Capitol East Parking Structure.

OPERATING BUDGET
The operating budget provides money for running City departments and services. It pays for the day-to-day spending on employees and materials and supplies.

General Fund
The General Fund is the City's largest fund for operations and supports the majority of services provided by the City. It is primarily supported by property taxes paid by Madison home owners and businesses. Policy-makers have the most management flexibility over how dollars are spent.

Other Funds
These funds are restricted for a specific purpose and generally support specific services through user charges or grants. Metro Transit, CDA Housing Operations, and Public Health all receive a City subsidy to support operations. Funds in this report include: the City's Utility funds (Landfill, Parking, Sewer, Stormwater, Transit, and Water), Internal Service Funds (Fleet, Insurance, and Workers' Compensation), Community Development Authority, Monona Terrace and Room Tax, and Public Health.
