Notices of Changes in Assessments for 2018

Assessment change notices for 2018 were mailed to property owners today.  All property owners will receive a notice, whether or not their assessment changed from the 2017 value.  Assessment increases totaled 76.7% of all parcels, decreases totaled 1.1% of parcels and 22.2% of parcels saw no change.
   
Property owners may view the 2018 preliminary assessments at the Office of the City Assessor on business days between 8:00 a.m. and 4:30 p.m.

from Monday, April 16 through Wednesday, May 2.  This "Open Book" period is set aside for property owners to discuss their assessments with Assessor's Office staff prior to completion of the assessment roll.  Property owners who wish to compare assessments may also view assessment data posted on the Assessor's website at http://www.cityofmadison.com/assessor/tax.cfm. Available information includes owner's name, property address, legal description, sale information and property characteristics. 
 
Owners who disagree with their assessment are encouraged to speak with the appraiser who established the value.  If an error was made or if a property owner has evidence that the assessment does not reflect the actual fair market value of the property, the appraiser will take this information into consideration in setting the final assessed value.  We welcome the opportunity to review any and all information provided.  The best evidence of value is the recent sale price of the property or the sale prices of comparable properties.

After talking with the Assessor's Office, owners who still feel the assessed value of their property is incorrect may file a formal objection. The Assessor's Office must be notified, either orally or in writing, of intent to object at least 48 hours before the first meeting of the Board of Review.  The Board's first scheduled meeting is Wednesday, May 9, 2018 at 1:30 PM.  Owners must notify the Assessor's Office of their intent to object no later than 1:30 PM, Monday, May 7, 2018.  In addition, an objection form obtained from the Assessor's Office must be completed and filed with the Assessor's Office prior to or within the first two hours of the first meeting of the Board of Review.

The Board of Assessors will review all properly filed objections and make any necessary corrections or changes.  The Board will inform owners of its decisions by mail.  Owners who disagree with these decisions may proceed to a formal hearing before the Board of Review.  Similar to a court, the Board of Review has the responsibility for resolving differences of opinion of valuation.  Its function is to decide if the assessment is correct based upon oral testimony and evidence presented by the property owner and the Assessor's staff.  After hearing the evidence, the Board will decide whether to lower, raise or sustain the assessment.  Board of Review decisions may be appealed to the Circuit Court of Dane County.

Construction Update

General Project Information –

The reconstruction of CTH M includes earthwork, storm sewer, sanitary sewer, water main, base aggregate, concrete curb and gutter, concrete sidewalk, HMA pavement, Structures B-13-845, retaining walls, street lighting, traffic signals. The overall work is scheduled for completion on November 1, 2019 with several interim completion dates.

Stage: Stage 2- work consists of roadway and structure construction on Raymond Road, CTH M, CTH PD, Mid Town Road, and additional side roads throughout the project limits. Multiple work operations will be taking place on both sides of CTH M, CTH PD, and Mid Town Road.

Work this week (week of 04/16/18): *Anticipated Night Work from 7pm to 6am*

Crews will continue survey and layout operations.

Crews will continue Stage 2 watermain and sanitary sewer installations.

Crews will continue installing temporary traffic signals at the CTH PD and Mid Town Road intersections.

Crews will continue Stage 2 grading and complete surcharge operations.

Crews will continue storm sewer installation along CTH M in the Stage 2 limits.

will complete temporary pavement widening areas from Cross County Road to Prairie Hill Road.

Crews will resume storm sewer installations on Raymond Road.

Crews will begin bridge construction at the CTH PD and CTH M intersection.

Work scheduled for the next week (week of 04/23/18): 

Crews will continue storm sewer installation along CTH M in the Stage 2 limits.

Crews will resume MMSD sanitary sewer installation on Raymond Road.

Crews will continue work on the temporary traffic signals.

Crews will continue watermain work throughout the project.

Crews will continue Stage 2 grading and surcharge operations.

Crews will continue bridge construction at the CTH PD and CTH M intersection.

Crews may begin box culvert construction near Flagstone Drive.

Crews will begin to set temporary concrete barrier wall for Stage 2 work.

Traffic Impacts - 

Raymond Road will remain closed to thru traffic until further notice.
One lane of traffic in each direction will be maintained on CTH M, CTH PD, and Mid Town Road on the existing travel lanes during peak travel times.
Roadway flagging operations will be taking place periodically throughout Stage 2 between the hours of 9am and 3pm and overnight between 7pm and 6am.
Temporary weekend roadway closures of CTH M and CTH PD will be allowed, however, are not anticipated at this time. Advanced notification of the closures will be provided.
Please be alert when traveling the CTH M corridor.

Project Schedule:

Overall Completion Date: November 1, 2019.

Interim Completion Dates:

June 15, 2018- Wellness Way and Meriter Way. (Local Traffic)

November 15, 2018- CTH M, CTH PD, Mid Town Road. (Switch to Stage 3)

November 15, 2018- Raymond Road, Meriter Way, and Wellness Way. (All work complete.)

Project Details

The Prairie Hill to Cross Country project extends from Valley View Road to Cross Country Road. The project is scheduled for design from 2011-2016 with construction beginning in fall 2017.  It is anticipated to take two years to complete with an construction end date of fall 2019. The project includes reconstructing CTH M to divided roadway with a median and curb & gutter.
