Panhandling and High Point - Raymond Road Neighborhood Dev. Plan Meeting District 1 Residents:

Three items of importance.


I have received much correspondence over the past several months about the increase in panhandling at intersections in the City.  This significant increase was the result of a court ruling in 2015 that essentially equated panhandling with free speech and invalidated sections of our panhandling ordinance in Madison.  It took a while for the full effect to be felt, but clearly in 2016 it was visible at almost all major intersections. This is a serious safety issue.  The Mayor and Council are undertaking a process to revise our ordinances to prevent panhandling at major intersections. The Mayor and Common Council have been working together on new language that will be more focused on public safety as the issue at hand. As Alder King, District 7 pointed out in his newsletter,  it should be noted that this only furthers to highlight the bigger issues of homelessness and affordable housing in our City which the Common Council and the Mayor have pledged to address.

The most effective and efficient way for this issue to be addressed is for residents to give directly to organizations dealing with these issues and NOT directly to panhandlers at the intersections.
Updating the High Point - Raymond Road Neighborhood Development Plan
High Point-Raymond Neighborhood Development Plan

The High Point Raymond Neighborhood Development Plan Update has begun.  

An initial public meeting will be held on Thursday, December 15, 2016 from 6:30pm to 8:00pm at Chavez Elementary School, 3502 Maple Grove Drive.  
The meeting will include a brief staff presentation at 7:00pm on background information and an overview of the issues to be addressed.  However, the primary purpose of the meeting is to provide an opportunity for property owners and residents to ask questions and provide initial input.

 The Plan covers approximately 1,400 acres generally bounded by CTH PD, CTH M, the Valley View Road roundabout and High Point Road/Elver Park, and the Ice Age Falls Neighborhood.


Imagine Madison - Updating the City's Comprehensive Plan

The City has initiated a process to review the Comprehensive Plan - a strategy and planning document that lays out the vision for the community for decades to come.  The Comprehensive Plan is updated only once every decade.

This initiative is called "Imagine Madison."  Check out the website for information and how to stay updated and involved.

There are two upcoming meetings for the public to see what this process is all about and how to be more involved.

Events will start with an open house from 5:30 and a presentation from City planning staff will begin at 6:15.
