Next stage following 1/20/2016 ALRC meeting:  the application will go to the Common Council on 02/02/2016 with recommendation from the ALRC. 

The meeting is governed by Robert's Rules of order. All speakers wishing to address the committee regarding an agenda item must first complete a registration form and submit it to the City Clerk designee.
Speakers may speak to the committee only after they are called by the Chair. Each speaker will be limited to three minutes.
After speaking to the committee, please take your seat in the gallery. The public is not allowed to address or respond to speakers or committee members unless they have been recognized by the Chair of the committee.

Recap Notes from 1/12/2016 Community Meeting:
Previous owner of the Tap Room, approached the Dahman's regarding purchase of the business.
Proposed establishment is to continue a neighborhood, friendly atmosphere.  
Residents attending the public meeting gave positive feedback for locating Dahman's at Hawks Landing within their community and felt that the establishment would be an asset to the neighborhood. Dahman's Pizza on Mineral Point Road was recognized in WSJ article as "the cheers of the Westside of Madison".  Residents liked that. 
The establishment will be a Golf course restaurant and bar. Menu pizza, sandwiches and salads. The proposed hours of operation 11:00 a.m.-10:00 p.m., pizza delivery within a 10 minute delivery area.  Year round opening. Projected opening of Dahman's at Hawks Landing: March 2016. 
Comments from residents: keep heart of the previous business "Tap Room", offer local beers, need for detailed marketing strategy to reach over 1000 houses and 200 apartments, outreach to Epic Employees, retain ambiance of previous restaurant, cautions to delivery drivers with kids in area, safety, quality of training for future employees, employee training.  Anticipated number of employees:  20 people on staff, age 20 and over,  for insurance liability purposes. Onsight Management: three member management team.  Pay attention to details, upscale neighborhood and consistency in service. Planned grand opening. Suggest owners have their own identity. Previous business catered to single men, suggestion that business also cater to women.

RETIREMENT ANNOUNCEMENT
Alderperson Chris Schmidt, District 11, Announces His Resignation Posted 1/7/2016
Chris Schmidt, District 11 Alderperson, announced today that he will resign his seat on the Madison Common Council effective January 31, 2016.   Ald. Schmidt stated, "It has been an honor and a privilege to serve as District 11 Alder for nearly seven years.

Judge Doyle Square Update

The City received two revised responses to its Request for Proposals ("RFP") to develop Judge Doyle Square. The following teams submitted updates to their proposals and remain interested in developing the Judge Doyle Square project:

1. Beitler Real Estate Services Joint Venture of Chicago, IL proposes to build a 621 stall parking garage to replace the Government East public parking ramp and 31,000 square feet of retail, food court, commercial and bicycle center on Block 88. A 252-room hotel, plus a 210-unit apartment building with 306 parking stalls to serve both uses is proposed for Block 105. The total project cost is estimated at $126.0 million. Of that amount, $26.0 million would be the City's responsibility to replace the Government East public parking ramp and create the retail/commercial space on Block 88. The developer is not seeking any City financial assistance for the Block 105 components.

 2. Vermilion Enterprises, LLC of Chicago, IL proposes a 279-room Marriott hotel on Block 88 with ancillary restaurant and retail facilities. The proposal includes a 125-unit apartment building and a 94,000 square foot office facility with an additional 13,000 square feet of retail and bicycle facilities on Block 105. A total of 1108 parking stalls, including 639 stalls to replace the Government East public parking ramp, are proposed for Blocks 88 and 105. The estimated total cost of the project is $199.0 million. Public financing for the parking is estimated at $49.0 million and no City financial assistance is proposed for the other components of the project.

Doyle Square Development, LLC, a joint venture of Urban Land Interests of Madison, WI submitted a letter indicating that it "has thus far not been able to secure a commitment from a new hotel partner willing to advance the project under the terms the City has currently set forth."

STORAGE LOKERS FOR HOMELESS

The City of Madison and DANE County will collaborate to designate space for personal storage lockers in downtown parking ramps and other identified safe spaces which can be used by homeless persons to store their belongings.
