Week of September 30 Meetings of Possible Interest to District 2. 
The week of September 30 has items of possible interest to residents of district 2 at the Landmarks Commission, the Plan Commission and the Common Council.  The agenda items are open for testimony from the public should you be interested in weighing in.  I also appreciate hearing from you on any items on which you have a particularly interest or concern so please send me an email or give me a call.

The Landmarks Commission has been working for over a year on revisions to the ordinance. The biggest proposed change is to the definition of the visually related area

Visually related area (VRA) means the area within two hundred (200) feet of the boundary of a lot. Outside of an historic district, no property other than a landmark, landmark site shall be evaluated in the application of the VRA. Within an historic district, properties that were built after the following dates and before the establishment of the historic district ordinance shall not be evaluated in the application of the VRA:

(a) For the Mansion Hill Historic District: 1850-1930
(b) For the Third Lake Ridge Historic District: 1850-1929
(c) For the University Heights Historic District: 1893-1928
(d) For the Marquette Bungalows Historic District: 1924-1930
(e) For the First Settlement Historic District: 1850-1920

Consideration of a conditional use to construct an accessory building on a lakefront property at 1028 Sherman Avenue--agenda item 13


The TLNA held a public meeting on September 4 about this proposal.  There were no major concerns or objections.  This is likely to be on the consent agenda*.


Amending Sections 28.151 and 28.211 of the Madison General Ordinances to allow overnight sleeping in tents or in other temporary portable shelters as an accessory use of a religious institution or nonprofit organization in specific districts--agenda item 15


This ordinance would allow, for example, tents or "Tiny Houses" in these locations.


Amending Chapter 28 Zoning Districts - Site Standards to allow outdoor cooking as a permitted accessory use to a location that prepares food and creating a definition in Sec. 28.211 of the Madison General Ordinances for outdoor cooking operation--agenda item 18.


I have had discussions with other alders about changing this from a permitted use to a conditional use in residential districts as well as in downtown and urban districts.

2014 Executive Capital Budget--agenda item 4


Report of the Mayor submitting citizen committee appointments (introduction 10-1-2013; action 10-15-2013) --agenda item 13.

This includes an additional appointment to the Lamp House Block Ad Hoc Plan Committee.  The appointee is Richard Arnesen.  He is a real estate developer with Stone House Development, Inc.  His projects include City Row and The Madison Mark.  This is likely to be on the consent agenda*.


Creating Section 28.022 - 00069 of the Madison General Ordinances rezoning property from PD(SIP) Planned Development (Specific Implementation Plan) District to Amended PD (GDP) Planned Development (General Development Plan) District, and creating Section 28.022 - 00070 rezoning property from Amended PD (GDP) Planned Development (General Development Plan) District to Amended PD(SIP) Planned Development (Specific Implementation Plan) District. Proposed Use: Amend the general development plan and approve a specific implementation plan to convert Longfellow School into apartments and construct a new apartment building with 128 total units--Agenda item 14


This proposal includes renovation of the landmarked Longfellow School building and construction of a new apartment building on the lot.  The project includes a provision allow Meriter to do valet parking as part of the project.  The mayor vetoed the approval of the project indicating in his veto message that allowing commercial users to park on what is otherwise a strictly residential site is unprecedented.  It takes 14 votes to overturn a veto.  The mayor makes some persuasive arguments. (
