Capital Budget - Highlights - 2015

There are many items in the budget that impact District 2, either directly or because overall city expenditures also make a difference in the lives of those living in District 2 as well as making a difference in the general quality of our city for all residents and visitors.

Engineering – Major Streets

Project 25 – Johnson Street, East

There are funds in 2015 and 2016 to put the finishing touches on the East Johnson Street project currently in process, including undergrounding of the 800 and 900 blocks using TIF funds.  There are also funds planned for reconstruction of E. Johnson Street from Baldwin to First Street in 2019.

Shorelines

The shoreline Improvement Program will make large-scale improvements to the public shoreline of lakes, creeks, and rivers. The annual action of lake ice requires periodic maintenance of shorelines. High lake levels have also exacerbated the erosion of the shorelines. Projects scheduled for 2015 include reconstructing all of Tenney Park Lagoons Shoreline in cooperation with the Parks Department.

Project 1 Beach and Shoreline Improvements

Includes money in 2015 for Tenney Park lagoon shoreline stabilization.
 

Project 3 Conservation Park Improvements

Includes funding in 2015 for continued historic landscape restoration along the Yahara Parkway.
 

Project 19 James Madison Park Improvements

Carries over money from sale of the houses in JMP.  This project provides funding for improvements at JMP, including potential improvements to the park shelter.
 

Project 24 Emerald Ash Borer Mitigation
 

Project 27 Breese Stevens Improvements

This project includes funding in 2016 to expand facilities (including restrooms) at Breese Stevens to increase the capacity of the facility.
 

Project 37 Yahara River Parkway Improvements

The Yahara River Parkway corridor is undergoing a master planning process in 2014.  With pending approval of the plan, several capital improvements will be identified.  Funding in 2017 through 2020 is for some of these improvements.

Project 6 Historic Preservation Plan

During the development of the Downtown Plan, several commissions stressed the need to finish the City's Historic Preservation Plan, to ensure it remains an effective tool to preserve the City's heritage resources.  Funding of $100,000 in 2015 will be utilized to hire consultants as needed and for expenses associated with the completion of the plan, including researching and potentially nominating properties identified as "potential landmarks."

Project 7 Neighborhood Centers

This project includes funding in 2015 for the potential purchase of the Salvation Army site in the Darbo Drive area.  This likely would mean the consolidation by the Salvation Army of their operations onto the 600 block of E. Washington.

Project 25 TID-32 – Small Cap Loan funding

This provides funds for forgivable loans to those purchasing homes in the district for owner occupancy.

Project 26-Public Market

This project provides funding for costs associated with the land acquisition, planning, design, site preparation and construction for a Madison Public Market District.  The recommended site is the area around E. Washington Ave and First Street.

Project 33 – Block 800 East Washington (TID #36)

This project provides funding for potential TIF assistance to the Galaxie project's second phase of development.
