The week of August 24 has items of possible interest to residents of district 2 at the Board of Estimates, the Plan Commission, the City-County Homeless Issues Committee, the Neighborhood Discussion of Homeless Services and the Community Development Authority.   The city meeting agenda items are open for testimony from the public should you be interested in weighing in.  I also appreciate hearing from you on any items on which you have a particular interest or concern so please send me an email or give me a call.

Also, committees and commissions have an opportunity at the beginning of each agenda for Public Comment on items not on the agenda.  If you have something you want to share with a committee or commission, you can use the Public Comment time to do so.

SUBSTITUTE Accepting the Public Market Business Plan as the guiding document for the implementation of a public market at First Street and East Johnson Street and directing the Local Food Committee to develop and execute a project implementation strategy for the Public Market and a plan for the Market District. Provide recommendations on operating structure, transition, and a market district plan.  

CLOSED SESSION NOTICE

When the Board of Estimates considers the following item, it may go into closed session pursuant to Section 19.85(1)(e), Wisconsin Statutes, which reads as follows: Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified business, whenever competitive or bargaining reasons require a closed session. If the Board of Estimates does convene in closed session as described above, upon completion of the closed session, notice is hereby given that it may reconvene in open session to consider the following item without waiting 12 hours, pursuant to Wis. Stats. Sec. 19.85(2).

Informational presentation by the University of Wisconsin-Madison regarding its 2015-2016 Campus Master Plan update.

Note: This presentation is the first in a likely series of discussions between the University and the Plan Commission regarding the ten-year update of the Campus Master Plan. The culmination of the master plan update process will be the submittal in 2016 of a Campus-Institutional (CI) zoning district master plan for approval by the Common Council following a formal recommendation by the Plan Commission at a public hearing. The purpose of this informational presentation is for the University to share data, background information and analysis observations with the Plan Commission and for the Commission to provide feedback for the master planning team to consider as it proceeds. The informational presentation is not a public hearing item, though the Plan Commission may allow public testimony as is customary for any item on its agenda. No formal action shall be taken by the Plan Commission during these informational discussions.

Creating Section 23.60, renumbering current Section 23.60 to Section 23.70, and amending Section 1.08(3)(a) of the Madison General Ordinances to impose a time limit on use of public benches, to prohibit sitting or lying or lodging in the public sidewalks and rights of way and specified other public places, during specified hours in the Central Business District, and establish a bail deposit schedule for violations thereof, to be known as the Downtown Pedestrian Protection Ordinance.

Capitol Neighborhoods, the Marquette Neighborhood Association, and the Tenney-Lapham Neighborhood Association welcome City of Madison Alders Rummel, Verveer, and Zellers and Dane County Supervisors Kolar and Wegleitner, in addition to representatives from homeless services providers including Porchlight, Salvation Army, Bethel, St. John's, Grace, Journey, City of Madison, and Dane County, for a discussion of current and future homeless services initiatives in the downtown area.
