Highlights: Monday's previously scheduled meeting of the CCOC Subcommittee on Police and Community Relations had to be cancelled because MPD presenters were not available. The Use of Force presentation has been rescheduled to Thursday as a Common Council presentation since we could not confirm a quorum of the CCOC Subcommittee. This meeting is open to the public but because of the format, we will not be able to take questions/comments from the public. Tuesday's Council meeting has several items of interest to D6 residents: a 15 vote item to appropriate additional funds to purchase the Sands property (the warehouse and office buildings) for Central Park; a 15 vote item to approve $343K of Tax Incremental Financing for an affordable housing project at 134 Fair Oaks: a 14 vote item to reject the bids for renovation of the Madison Municipal Building; and a proposed expansion of on-leash dog parks. On Wednesday join me at a neighborhood meeting to learn more about Goodman Community Centers plans for the Madison Brassworks building.

22. 45975 Amending the 2017 Capital Budget for the Parks Division to appropriate $2,000,000 from the Citywide Parkland Fee fund and revising the Fiscal Note for RES-16-00621, Legistar File No. 43720
Fiscal Note: The proposed resolution amends the Parks Division 2017 Capital Budget to increase budget authority for the Central Park Improvements project (MUNIS No. 10646) by $2,000,000. This resolution also approves an increase in the fee acquisition costs for the project from $2,100,000 to $3,600,000 based on recent appraisal results and City Real Estate's cost estimate for the land interest acquisition and relocation costs, including City Real Estate staff time and related administration costs. The Parks Division 2017 Capital Budget includes $480,000 of reauthorized funding from the Citywide Parkland Fee fund in the Central Park Improvements project. This funding, along with the remaining Federal funding, will be used for the purchase of the land interest, relocation costs, and other associated costs. Additional funding in the amount of $2,000,000 is needed to fully fund this project. Funding is available in the Citywide Parkland Fee fund. The current balance of the Citywide Parkland Fee fund is $12,060,254 should this resolution be approved the remaining balance would be $10,060,254.
24. 45987 Funding a Solar Group Buy Program in 2017.
Fiscal Note: The 2017 Adopted Capital Budget includes $750,000 within Engineering-Facilities Management for the Sustainability Improvements program. The focus of the program is on implementation of the Madison Sustainability Plan via solar installations and energy efficient upgrades throughout the City. The proposed resolution authorizes a contract with RENEW Wisconsin for the development of a solar group purchasing program at an estimated cost of $22,000
28. 46054 SUBSTITUTE - Authorizing the Mayor and City Clerk to execute a development agreement to fund a $343,000 Tax Incremental Finance Loan to 134 Fair Oaks, LLC or its assigns to assist in the development of an approximately 80-unit affordable housing project approximately 80 parking stalls and approximately 2,250 square feet of commercial space located at 134 S. Fair Oaks Avenue within the boundary of TID #37 (Union Corners); and amending the 2017 Adopted Capital Budget for the Economic Development Division to appropriate $343,000 in GO Borrowing authority for TID 37.
Fiscal Note: This resolution would authorize a $343,000 loan to 134 Fair Oaks, LLC or its assigns ("Developer") for the redevelopment at 134 S. Fair Oaks Avenue in the existing TID #37 (Union Corners) boundary. The Project consists of approximately 80 apartment units (68 affordable and 12 market rate) and 2,250 square feet of commercial space and approximately 80 parking stalls ("Project"). This loan would be repaid through incremental taxes generated by the Project and represents approximately 55% of the present value of all incremental taxes anticipated from the Project over the 16-years of life remaining in TID #37. Within 30 days of closing, Developer shall provide to City, a certified pro forma with final sources and uses ("Certified Pro Forma"). TIF funding will be contingent upon verification that the project has a gap in the amount of the TIF Loan based on the total sources and uses. Should the gap be less than the TIF Loan, then the TIF Loan shall be reduced to the amount of the gap shown in the Certified Pro Forma. Funding of the $343,000 TIF Loan to the Project requires an amendment to the 2017 Capital Budget authorizing the expenditure. While it is anticipated that the incremental taxes generated by the Project will be sufficient to repay the loan within approximately 8 years, the Developer is required to guaranty a minimum payment if sufficient future tax increment is not available. The loan will be funded by GO borrowing that will be repaid through future incremental revenue with TID 37.
The increment guarantee is secured by a subordinated mortgage on the property. The TIF Loan also requires that Developer be prohibited from selling or transferring the Property prior to repayment of the TIF Loan. If Developer sells or transfers the Property to a tax-exempt entity, Buyer shall pay an annual payment in lieu of taxes (PILOT) in the amount of the property tax paid as of the date of sale, frozen, until July 18, 2033.
29. 45918 SUBSTITUTE Repealing and recreating Section 8.19(1) of the Madison General Ordinances regarding on-leash dog parks
DRAFTER'S ANALYSIS: This ordinance repeals and recreates the existing on-leash dog park ordinance to add additional parks, while reorganizing the ordinance itself. Substantively, the main changes here are to add in an additional 14 parks to the list of permissible on-leash dog parks, consistent with the successful pilot programs implemented pursuant to RES-15-00611 (File ID No. 39163) and RES-16-00371 (File ID No. 42700). Under this ordinance, these additional 14 parks would join the existing 12 parks where dogs are permitted on-leash in posted areas. It is the intent that within these new parks, dogs will be limited to the paved paths, or within six-feet thereof, which will be posted as such at the entrances, subject to the existing requirements that the dog be under the owner or handler's control, the dog is licensed and has a permit to use dog exercise areas. The rest of the ordinance is being restructured so that it is easier to understand.

Neighborhood meeting on Madison Brassworks

In December, 2015, the Goodman Community Center (GCC) purchased the former Madison Brass Works building, located at 214 Waubesa Street (across from their present Iron Works building). GCC intends to rehabilitate much of the building while expanding its area with new construction. In order to accommodate an expanded footprint, GCC is working with Madison Kipp Corporation to acquire additional property immediately south of the building (where Kipp's surface parking lot is located). A realignment of the parking lot will enable Kipp to maintain their parking while providing approximately 5,300 additional square feet of property for GCC.
The renovated Brass Works building will provide nearly 30,000 gross square feet of additional program, office, storage and facility rental space. Construction is anticipated to begin during the summer of 2017 with completion the following year, coinciding with the building's 100th anniversary and 10 years since GCC moved into the Iron Works building.?

Madison Police Department Presentations: Use of Force & IAPro (Police Integrity Software)

Sgt. Kim Tieu, the city's Use of Force Coordinator, will present information on the Madison Police Department's use of force policies and describe what is on a police officer's "tool belt". Lt. Amy Chamberlin will provide information on IAPro, police integrity software, that is being used by the Madison Police Department. Please join me for a neighborhood meeting where we will hear about Hastings Cameron's proposal to open a beverage production facility with a tasting room at 1401 Northern Ct. Cameron's facility will be licensed similarly to the neighboring Stateline Distillery, but will not initially be engaged in fermentation and distillation: before bottling, the core products (liqueurs, cordials and vermouth) will be made by maceration (infusion) & filtration: combining wine & produce with spirits produced by local and regional distilleries. Cameron needs a conditional use permit from the Plan Commission to operate this production facility and tasting room in the TE zoning district. Per state statute a distillery & rectifier is not required to hold a municipal alcohol license.
