Highlights: Banzo Shuk received their Class B Beer, Class C Wine license on 9/6/16 from ALRC. The license was never activated because the establishment is located in the NMX Zoning district which requires a conditional use permit to allow a licensed establishment and a conditional use for outdoor seating. Banzo will be at Plan Commission Monday seeking both conditional use permits. They will also need to apply to the ALRC for a change of licensed premises to allow alcohol service on the patio since it was not included in their original application. 

Don't forget to VOTE Tuesday for City Council, School Board, Circuit Ct Judge and Supt Public Instruction.

14. 46284 Consideration of a conditional use for a restaurant-tavern with outdoor eating area in the NMX (Neighborhood Mixed-Use) zoning district at 1511 Williamson Street; Third Lake Ridge Historic District; 6th Ald. Dist.

From the staff report: The Planning Division believes that if well?managed, the proposed restaurant?tavern and outdoor eating area should not result in significant negative impacts to the surrounding properties. Factors that are anticipated to mitigate potential negative impacts include the limited hours of operation; the limited scale of the proposed restaurant and outdoor eating area; the six?foot solid fence that buffers the patio area from the nearby residences; the lack of amplified or live music allowing in the patio area; and the proposed conditions of approval. If approved, the Plan Commission retains continuing jurisdiction over this conditional use, meaning that should complaints be filed, the Plan Commission could take further action on this conditional use as allowed in MGO Section 28.183(9)(d).

There have been changes to the Judge Doyle facade along Doty St that resulted in extensive discussion at Landmarks, the report is attached in legistar. The facade along Doty St adjacent to the historic Fess Hotel (Great Dane Pub) was lowered to one story due to program changes to the building. It's up to UDC to resolve whether to support the change.

Parks and Engineering held a joint meeting last week where over 20 neighbors attended. There was interest in more than one canoe launch (@Russell and Schurz). Engineering staffer Sally Swenson followed up with an announcement: 

" Based on public feedback and the Public Input Meeting, the City will install two sets of limestone steps to replace the three bulkheads at Yahara Place Park.  A 20' length (parallel to the shore) section of limestone steps will replace the bulkhead at Russell Street and a smaller 10'-15' length section of steps will be placed at the Schurz Avenue bulkhead.  After the public input meeting two city welders assessed the structural integrity of the steel bulkheads and agreed that the bulkheads cannot be fixed. Therefore the City plans to remove all three bulkheads when the project occurs in July. While we know this is a disappointment for a few residents who enjoyed the type of lake access the bulkheads provided, the City has derived a solution to maintain more lake access than was originally proposed.


The proposed step locations will help distribute park amenities, and compliment access areas along the Yahara River. The proposed limestone step design provides opportunities to interact with the shoreline; reduce maintenance and capitol costs; provides shoreline protection from wave and ice damage; can be permitted through the Wisconsin DNR and Army Corp of Engineers permitting process; and can be aesthetically integrated into the shoreline.  The multi-use limestone steps will serve as lake access to swimmers, canoes, kayaks, SUPs, and ice fishers. Other uses include picnicking, bird watching, additional seating, and providing a safe area to view the lake for those who may not be able to interact with the lakes in other ways.
 
As is done in many other parks with lake access, the City will provide a canoe/kayak rack, potentially near the Schurz Avenue steps, that will serve both water access points in the park and also those along the Yahara River."
