Highlights: At the August 1 Council meeting, the development agreement between the City and Garver Feed Mill LLC was adopted. The agreement included $1.6M in funds for the city to pay for remediation of the soil surrounding the historic Garver Feed Mill. The additional funds required a budget amendment, a 15 vote item, and thanks to my colleagues, it passed 17-2 (one absence). Thanks to neighbors and stakeholders who worked for over a decade to promote the redevelopment the site. Through a RFP process, we found a developer who had the vision to revitalize the site that reflected neighborhood values and garnered broad support. Thanks to the Baum Revision team for working though all the details of the land use and lease agreements, securing tax credits and other financing to complete the rehab of the building and construct the microlodges. There are still a few steps to complete but we are at the finish line. At Finance Committee Monday, is a proposal to hire Project for Public Spaces to provide place-making training to city neighborhood resource team staff and community residents who live in one of the nine NRT areas. Darbo-Worthington is one of the areas. If you golf at city owned courses, there is an important meeting at Tuesday's Golf Subcommittee meeting to review options. One option includes selling the Monona course. Also Tuesday is a neighborhood meeting I am holding about the Willy St Coop (East) proposal to sell packaged beer and wine. And Wednesday is the final public information meeting for the Blair Corridor study, many of the ideas we have been discussing about the Nolen/Willy/Wilson intersection are included in the consultants recommendations.

7. 48245 Authorizing the City of Madison to enter into a sole source purchase of services contract with CORRE, Inc. for relocation assistance and property management services for the tenants and improvements remaining on land purchased for the expansion of Central Park, located at 202 S. Baldwin Street, 212 S. Baldwin Street, and 1130 E. Wilson Street.
?The City of Madison will be acquiring the properties located at 202 S. Baldwin Street, 212 S. Baldwin Street, and 1130 E. Wilson Street by Award of Compensation on July 31, 2017, as authorized by City Resolution File ID #43720, Enactment No. RES-16-00621, adopted on September 6, 2016 for a Relocation Order to acquire property for the expansion of Central Park. Upon the City's acquisition of the Property, all 97 existing leases for the tenant-owned improvements and the cell tower lease will expire. Each lease will need to be re-drafted and executed for the interim of up to two years, possibly longer, until the improvements, other than the cell tower, are razed to make way for the purpose stated above. Each tenant of the property is eligible for relocation benefits as set forth by Section 32 and Wisconsin Administrative Code Ch. Adm 92, and will receive a relocation benefit package setting forth their eligibility for reimbursements, with all tenants eligible for moving costs, and certain others potentially eligible for additional business relocation benefits. Eligibility is determined by interviews and review of financial statements for the on-site businesses. The estimated timeframe for relocation assistance and property management services is through December 2019; however, the displaced tenants are eligible for relocation payments and services for a period of up to two years after they vacate their respective units. As a result, the City will need to provide property management services through December 2019, but relocation services to the hold over tenants of the Property through December 2021.

20. 47503 Creating a special committee on government organization to examine and make recommendations on elected officials, the structure of the common council, and the position of Mayor for the 21st century. Recommend to be placed on file without prejudice based on recommendation from CCEC.
Last week CCEC approved a substitute version of Alder Eskrich's proposal that expands the number of committee members, with half selected by the Mayor and half by the Council President. The substitute will be at the September 5 council meeting.
21. 48312 Strengthening and Expanding Community Empowerment through Placemaking in Key Neighborhoods and Authorizing a Contract with Project for Public Spaces for Placemaking Training and Assistance in the Implementation of Short-Term Improvements in Neighborhood Community Places. This resolution is being introduced directly to the Finance Committee for action at their meeting on 8/7/17 and will report to Common Council on 9/5/2017.

The years of deferred maintenance to the City's golf courses requires action, the discussion will begin at this meeting and at the September meeting the Subcommittee will make recommendations. If you are a golfer, please read the report and attend the meeting if you are able or contact me or Parks staff with your comments.
Recently I asked Asst Parks Supt Charlie Romines for a summary of the situation. He said Parks Division makes no recommendations on how to fix the Golf Enterprise, the report only provides options. Staff identifies three viable approaches: 1) General fund subsidy. Charlie notes the Mayor is opposed to using taxpayer dollars to support golf (golf is supposed to be a profit center as an Enterprise), nor has staff heard from any elected official interested in using taxpayer dollars for golf. Many golfers feel the city should support golf the way it does softball, for example. 2) Closing all 36 holes at Yahara. While this outcome would defeat the mission of the golf division and have long term ramifications, Charlie believes it is an option. Most of the urgent needs are at Yahara but so is the revenue potential. Closing 9 holes at Yahara provides very little cost savings because staffing remains the same and the clubhouse remains with no significant dollars generated to improve the building or turf conditions. 3) Close Monona with some portion becoming a Community park in a park deficient area, the remainder of the land would be sold for development. Proceeds from the sale would need to address the capital needs of the Golf Enterprise, otherwise proceeds from the sale and/or developer fees could be used to fund the development of the new park. The mission of the Golf Division is to provide the "Madison area golfing public with the finest possible golfing conditions at reasonable prices and for all levels of play and operate as a complete enterprise business operation with no subsidy from the tax levy. "

Carts for Community
5:30-7:30 Worthington Park
This is the last event of the year. Last time I attended there were almost 100 people gathered in the park to enjoy a meal from three local food carts. This is the third year of a community engagement and workforce development program. 12 high school students had the opportunity to receive paid internships to help prepare and serve the food at four locations (Worthington Park, Meadowood, South Park, Allied). Dinners are only $5!

John Nolen Drive Corridor Study Meeting

The City of Madison is conducting a corridor study of John Nolen Drive and Blair Street from North Shore Drive to East Washington Avenue, including portions of Wilson Street and Williamson Street. Primary goals of the study are to identify better pedestrian and bicycle access concepts to Law Park throughout the corridor, as well as determine a preferred alternative for reconstruction of Blair Street from the East Wilson Street and Williamson Street intersection to East Washington Avenue.
Previous public meetings were held in November and April. The third (and final) public meeting will include a presentation at 7:00 p.m. City staff and engineering consultant representatives will be available to discuss the corridor study and address questions.
