9/23/13 Board of Estimates Meeting: Capital Budget Amendments

The Board of Estimates takes up alder initiated Capital Budget amendments on Monday, September 23, 2013 at 4:30 p.m. in Room 260 of the Madison Municipal Building.

I have proposed three amendments co-sponsored by BOE Alder Mike Verveer.

1. Amendment #8 extends Quiet Zone #4 to Corry and Waubesa Streets, construction in 2017 using general obligation borrowing supported by TID 37. This will add this QZ segment to the Capital Improvement Program queue but funding will be contingent on available funds in TID 37 (Union Corners).

2. Amendment #9 moves reconstruction date of Schenks Corners (Atwood-Winnebago intersection) to 2016. The idea is to advance the project date from 2019 to 2016 in order to incorporate amenities and street geometry concepts from the Winn-Atwood corridor neighborhood planning effort currently underway.

3. Amendment #12 removes the private match of $1.825M put in budget in error and rewrites the project narrative to use $1.825M city funds to stabilize and repurpose the former Garver Feed Mill. At the Sept 11 Board of Park Commissioners meeting, the Board voted to direct Parks Staff to work with Planning staff to look at options for a new RFP with options coming back to them ASAP.
