Highlights: On Tuesday, the MNA Preservation and Development Committee will have a presentation regarding Hanah Jon Taylor's proposed Cafe Coda, jazz nightclub at 1222 Williamson St, at 5:30p @WilMar Neighborhood Center. On December 4, 2017 Baum Revision and the city finalized the sale of the landmarked Garver Feed Mill for use as "next generation food hub." Construction is already underway. Signed leases for the building include Nessalla Kombucha, Ayurvedic Wellness, Sitka Salmon, Ian's Pizza, Calliope Ice Cream and Underground Catering with more in the works. ? Eventually, Baum Revision as Garver Feed Mill LLC proposes to construct up to 50 microlodges in the approximately 5.4 acres surrounding the building. I have worked with interested neighbors, historic preservationists, the SASY Council, and Friends of Starkweather Creek members since 2007 to find an interested developer to rehab the building and provide sympathetic uses for the adjacent Olbrich Botanical Gardens and the surrounding neighborhood. I served on two selection committees. The Great Recession of 2008 thwarted the efforts of Common Wealth Development, the first developer, to create an Arts Facility at Garver. Finally in April 2015, after a study of the integrity of the building was conducted by an architecture-engineering firm, Facility Engineering, the city issued a second RFP and Baum Revision was selected for their concept of food production with some public space for the community gather. The Baum proposal garnered wide neighborhood acclaim. It took three more years to put the public and private financing pieces together, adopt the land use agreement and negotiate the purchase and sale agreement. The City of Madison's direct investment in Garver redevelopment is approximately $1.825M (what we would have spent to demolish the building), $1.6M was allocated in 2017 for the city's portion of soil remediation costs, and $500K Idle Industrial Sites Redevelopment Grants from WEDC the city was able to pass through to the developer. Other investors include the National Community Investment Fund, Brownfield Revitalization, Monona State Bank, Wisconsin Housing and Economic Development Authority (WHEDA), U.S. Bancorp Community Development Corporation, Central State Bank, Hope Community Capital and additional private investments. The total project cost is estimated at $20.1M. The rest of the approximately 20 acres surrounding the Garver site is City of Madison parkland. The North Plat as it is called, will remain natural space, for the community to enjoy.
At last week's Council meeting, we approved TIF funding for 134 S Fair Oaks (Fair Oaks Nursery site). I asked the representative for Madison Dane County Public Health at the meeting if Public Health would conduct an air modeling study for the Madison Kipp site and got an affirmative answer. I will follow up on this promise. Stone House Development will apply for WHEDA Section 42 tax credits and will learn if they are awarded funds next spring.

Madison Parks Division is proposing the addition of a new 3,780 GSF, one story commercial building to be located within the field of the Breese Stevens facility adjacent to the 1925 grandstand. The addition will provide 2,500 SF of new concessions and 1,280 SF of new accessible public restrooms. The need for this improvement was identified and studied in the 2007 Breese Stevens Field Rehabilitation Design Report and subsequently confirmed and articulated in the comprehensive 2017 Breese Stevens Field Facility Plan.

Hanah Jon Taylor is on the agenda to present his concept for Cafe Coda at 1222 Williamson St. The link to the P&D page will have all of the documents that Mr. Taylor has submitted to the city and shared with the neighborhood http://marquette-neighborhood.org/commitees-2/preservation-and-development/ He proposes to open a jazz club in the form of a listening room. Per the TSS zoning code, the applicant will need a conditional use from the Plan Commission to operate a Nightclub. In addition to the Class B Combo beer and liquor, Mr. Taylor is applying for an 18+ Entertainment license at the ALRC. The meeting is December 20. They propose to be open Tuesday-Saturday 5p-2a and Sunday 1-5p. Cafe Coda will ask for a parking reduction and has arranged to rent St Vinnie's parking lot on weekends.
I have not had an opportunity to schedule a neighborhood meeting. I plan to attend the meeting so please come and share your thoughts if you are interested. The feedback I get will help me determine whether to ask the ALRC to refer the public hearing until their January meeting.
