Highlights- The second public information meeting for the Winnebago/Linden Reconstruction project is Tuesday. Wednesday at the Board of Park Commissioners, is a request from Central Park Sessions organizers to switch the September 7 CP session to Sunday June 3 in order to hold the new Pursuit of Happiness event in June. On Thursday is a public information meeting about street reconstruction of James, Bryan, Thorp and Daley Dr. Upcoming meetings include information about a February 20 neighborhood meeting regarding the redevelopment of 2901 Atwood. I have shared additional info I received about the public scoping meeting scheduled for March 8 as part of the EIS process to review Truax Field as one of two potential new places to "beddown" F-35A aircraft.

Winnebago Reconstruction Project (2nd Street to Bashford Ave)
Public Information Meeting #2

City Engineering staff has met with SASY neighbors and others regarding this project since PIM #1. As a result of the conversation, staff will present two options at PIM #2 and get feedback from neighbors, local businesses and other interested parties.
One option includes parking on both sides (some spots removed for islands and bumpouts, approximately 2-3 at each intersection with islands). The islands and bumpouts are intended to help calm traffic and also to improve pedestrian safety at the intersections. Fourth St. would also have colored crosswalks installed. At this street width, the remaining terrace width would only have a enough space for new trees to be planted on the southeasterly side of the street, and those would only be small "lollipop" type trees. Also, the bike lane space/width would meet minimums, but is certainly less desirable as the adjacent parking and travel lanes are tight, so this would not be as comfortable for bikers.
The second option would be to narrow the street to 44 ft. to install a buffered bike lane (2' painted buffer between the bike lane and travel & parking lanes). This would be done between Sutherland and Bashford, and the 46 ft. street option described above would be installed between Second & Sutherland. This would significantly improve bike safety & comfort on Winnebago, and it would also provide enough terrace space for small trees on the northwest side (under power lines anyway), and for larger species on the southeasterly side of the street. In order to do this, parking would need to be removed on one side of the street between Sutherland and Bashford, and the side with the most spaces available would have the parking, so as to preserve as much of the on-street parking as possible. Switching sides with parking would also produce a mild "chicane" effect, which could help calm traffic a little bit in those blocks as well.

Garver Feed Mill – East Status: Construction The developer obtained their final zoning approvals and closed on the Lot 1 property in early December. S&L Underground was awarded the contract to remove the stockpiled leaf and stump grinding materials, which was completed on January 15th. The contractor will complete temporary seeding this spring.
Breese Stevens Facility Plan – Isthmus/Central Status: Planning Staff and Isthumus Architecture are finalizing plans for a new concessions and restroom addition to the historic stadium. The project received approval from the Wisconsin State Historical Society in October and City of Madison Landmarks Commission in early December. The project was presented to the Urban Design Commission on January 24th. Per the request of the District 2 alder, the Commission referred the project to the February 21st meeting to provide additional time for neighborhood review. The project will be released for bids in March 2018, with the majority of the construction occurring during the 2018-2019 off-season.
Olbrich Park – Walter Street Restroom Building and Site Work Improvements – East Status: Planning Staff are working with Engineering Facilities who will lead the restroom replacement project anticipated to be issued for bid in March 2018, with construction anticipated to begin in late June 2018. Sitework improvements designed by Parks staff (including the parking lot, basketball court replacement and accessible path connections) will be bid in late 2018 and constructed in 2019.
Elmside Circle Park Playground Replacement – Near East Status: Planning Staff held a playground workshop on November 7th to discuss the Elmside Park playground replacement. A second public input meeting was held on December 11th. This project will be combined into a contract with other playgrounds and bid out for construction in 2018.
Reger Park Playground Replacement – Near East Status: Planning Staff held a public input meeting on November 20th, 2017 to discuss the Reger Park playground replacement. A second public input meeting was held on January 23rd, 2018. This project will be combined into a contract with other playgrounds and bid out for construction in 2018. Parks staff will also be coordinating the installation of lighting improvements, funded by CDBG, with the playground installation project.
- Staff is working with the City Attorney's office on updating the Madison General Ordinances to allow for Temporary Land Use permits and Art Installation permits for private access and work in parks.
- Staff is working with Oblrich Botanical Society and Engineering for the proposed Olbrich Garden expansion.
- Staff is working with Engineering on the proposed Atwood Avenue improvements, which include improvements in Olbrich Park.
- Staff is working on getting bids and design to rebuild the maintenance shed and hoop houses at Olbrich Botanical Gardens.
- Staff is reviewing potential options for new dog parks in accordance with the recently adopted dog park policy.

Please join me for a neighborhood meeting where we will hear about McCaughey Properties LLC's redevelopment proposal fpr 2901 Atwood Ave. The existing building would be demolished and a new three-story, nine unit multifamily unit building with an attached four stall garage would be constructed. The new building would have two efficiency units on the first floor, two efficiency and two one-bedroom units on the second floor and two one-bedroom units on the third floor. The property is zoned Traditional Shopping Street (TSS), and a multifamily development requires conditional use approval.

I received a letter from Christel Johnson, NGB/A4AM, Plans and Requirements Branch, dated Feb 1, 2018.
The National Guard Bureau is preparing an Environmental Impact Statement for the beddown of F-35A aircraft at two of five potential locations. The Secretary of the Air Force has announced that Truax Field, the home of the 115th Fighter Wing, is one of two preferred locations to beddown F-35A aircraft. The F-35A would replace the Air National Guard's F-15, F-16 and A-10 fighter attack aircraft with 18 assigned aircraft and 2 backup aircraft at two selected installations. There are five alternative sites under consideration for the beddown. In addition to Truax Field, the Air National Guard is considering air bases at Boise ID, Jacksonville FL, Harrison CharterTwp, MI and Montgomery AL. Dannelly Field in Montgomery is the second preferred site. As part of the beddown, there would be an Air Force Active Duty Associate Unit with approximately 50 Active Duty personnel who would conduct 3 year rotations with the ANG unit. F-35A aircraft would conduct training operations within established airspace. This undertaking does not propose new airspace, nor does it seek to reconfigure any of the existing airspace parcels.
