Highlights: This week there are meetings Monday and Thursday for property owners who live in Third Lake Ridge and First Settlement historic districts to learn more about draft changes to the local historic district ordinances. On Tuesday, join me and Supervisor Yogesh Chawla at a press conference sponsored by the Wisconsin Council of the Blind and Visually Impaired to officially launch the new APS/ accessible pedestrian signal at Willy and Livingston.  Also Tuesday, I am holding a neighborhood meeting for the Cap East District along with Alder Ledell Zellers to learn more about the proposed redevelopment of the 900 block of E Washington at the Mautz block. On Wednesday, the City launches the next phase of Bus Rapid Transit with a kickoff at the Central Library. The survey is now live, please visit the project website madisonbrt.com. The next step for Garver Feed Mill, the agreement with the city for Lot 2 which will include at least 35 (and up to 50) micro lodges, is at the Board of Parks Commissioners on Wednesday. I hope you have seen the article in the Sunday Wisconsin State Journal  "Three years later, Wisconsin hasn't stopped toxic chemical flow". https://madison.com/wsj/news/local/govt-and-politics/three-years-later-wisconsin-hasn-t-stopped-toxic-chemical-flow/article_cf5986c9-39c6-53f4-bb5e-08ad62093c2b.html#tracking-source=home-the-latest The  Madison Water Utility will be ramping up testing at Well #15 on East Washington Ave after finding trace levels of compounds known as PFAS (per-and polyfluoroalkyl substances) in the well's water. Well 15 sits just a mile from Truax Air Field, where the DNR says PFAS contamination has been discovered in shallow groundwater. No municipal wells tested in Madison show results above the EPA's health advisory level of 0.07 ppb (parts per billion). Still, Madison Water Utility will move from semi-annual testing at Well 15 to monthly testing during the first part of 2019. So far, test results have not shown increasing PFAS levels at the well. Public Health Madison Dane County has put together a fact sheet on PFAS PDF , including a look at potential health impacts of the compounds. All testing results are posted on Madison Water Utility's PFAS web page. The Utility has also put together a detailed timeline PDF that provides background information on testing and communication with the DNR and WI Air National Guard.

1.53798 Celebrating the life of Mildred Elizabeth Fish Harnack, accepting ownership of the sculpture Mildred located in Marshall Park, and authorizing the City Attorney to sign a donation agreement with the Artist John Durbrow. 

 

Mildred Fish Harnack lived in Madison where she met her husband, they relocated to Germany in 1929. After the National Socialists came to power, Mildred Fish Harnack, her husband, and their friends formed a resistance group described by some as "The Harnack/Schulze-Boysen group" or "Circle of Friends" and they lead the underground resistance against the Nazis in Berlin for nine years, taking great risks to pass along information to both the Americans and Russians. In 1942 Mildred Fish Harnack was arrested, tried, and in 1943 she was executed by the Nazis and was the only American woman personally ordered executed by Hitler. In his last letter to Mildred from prison, Arvid wrote nostalgically about the importance of special places in Madison to their lives, especially Picnic Point, State Street, and the University Club. The University of Wisconsin, with its Wisconsin Idea, and the City of Madison, with its proud progressive history, have cultivated critical, independent thinkers, and been home to individuals who have dedicated their lives to racial equity, social justice, and tolerance. This sculpture honors Mildred's contribution.

4. 45377 Artists Spaces Policy Statement

From the statement: In response to community concern about the lack of affordable arts and cultural spaces, the Madison Arts Commission (MAC) is researching a meaningful and strategic policy recommendation to address the shortage of cultural spaces as well as the access and 1 availability to cultural spaces. On the near east side, where a high concentration of artists have lived and worked since the 1970's, development has recently claimed many existing affordable art studio spaces and galleries. MAC believes that without strategic intervention, the availability of affordable cultural spaces will continue to diminish, especially where new and rapid development is replacing existing arts spaces. This will create adverse impacts of displacement for arts and cultural groups and critical constraints for artists, collectives, and organizations in Madison to pursue their work effectively. "Cultural displacement" has happened in other cities, particularly in cities that did not do enough to plan for the future and are now in a cultural space crisis, such as the Bay Area, New York, New Orleans, Philadelphia. Madison can learn from the failures of other municipalities.

Join me in celebrating the installation of an APS signal at Willy and Livingston with staff of the Council, the BVI community, neighborhood businesses and residents. Accessible pedestrian signals are devices are design to communicate information about the WALK and DON'T WALK intervals at signalized intersections in non-visual formats to pedestrians who are blind or who have low vision using audible tones and vibrotactile surfaces. Traffic Engineering staff will demonstrate how it works during rush hour! The improved safety benefits everyone at this intersection.

Neighborhood meeting Redevelopment of the Mautz block

Please join Alder Ledell Zellers and me for a neighborhood meeting where Curt and Matt Brink and Potter Lawson, Inc. will present the current design plans for the next phase of development for the 900 block of E. Washington Avenue, former home of Mautz Paint.  The next phase will include an 11-story office building with commercial space along E. Washington Avenue and a multistory parking structure in the center of the block.

 

The project is a permitted use for the site.  It will require conditional use approval because it is more than five stories and will require the demolition of the buildings at 910 E. Main Street, 924 E. Main Street, and 945 E. Washington Avenue.  The Telephone Building at 945 E. Main Street will remain.  A formal city land use submittal is planned for January with a potential Plan Commission meeting in February or March.  Because the site is in Urban Design District 8, the project will also be reviewed by the Urban Design Commission.

Washington Ave. (6th AD) The 10,000 square foot Service Lane Addition at the Metro Transit Bus Barn would eliminate the major contributor to vehicle circulation congestion and reduce humidity and temperature problems within the facility. It would also isolate and manage a large portion of the pollution/exhaust fumes in the facility more effectively. The project relocates and replaces outdated bus service equipment and sets up future phases of work inside the facility over the next five years. It also provides infrastructure to service electric buses. The project is estimated to cost $7.3M and would be completed by late 2019. Anticipated construction budget is $7,300,000.

Future Commission Items

· Urban Forestry Taskforce – The Urban Forestry Taskforce is likely to have a completed report with recommendations in early 2019.

· IPM Taskforce – The IPM taskforce has begun meeting and will have recommendations for consideration in 2019.

· Golf – As the 2018 Golf season concludes, staff is working to prepare a report to update the Commission, Golf Subcommittee, the Council, and the public

· Dog Policy – Parks staff feels that updates need to occur prior to the spring of 2019 in relationship to policies regarding dogs in parks. Staff is working on some early concepts to review with the Commission, Long Range Planning subcommittee, and the public.

· Off-Leash Dog Parks – Staff is working to determine potential off-leash improvements in the priority areas of the West side, Atwood/East Isthmus, and Far East/Grandview. The Approved Master Plan for North Star Park will address the deficiency in Grandview. Staff are working on concepts for the other two priority areas and anticipate moving forward with engagement processes in 2019.

 

· Park and Street Use Event Permits - Staff has been working on amendments to the Street Use Ordinance (MGO 10.056) to support a newly developed Downtown Zone Policy. These amendments and the policy are part of a Racial Equity and Social Justice Initiative (RESJI) analysis of the street use events process, which is ongoing. The amendments and policy provide the Street Use Staff Commission additional criteria for reviewing street use permit applications. The new policies allow the Commission to more directly consider such factors as the number of other events in the city on a day or weekend, police and fire staffing issues related to those events, impact on residents, businesses, traffic and Metro Transit. Another amendment to the ordinance allows Fire or Police to terminate the permit for an event that hasn't started in the face of "imminent danger or threat to public safety." This amendment addresses issues that came about during the August flooding.
