3. 36326 Creating Section 28.022 -- 00153 of the Madison General Ordinances to change the zoning of property located at 2504 Winnebago Street, 6th Aldermanic District, from PD(SIP) (Planned Development- Specific Implementation Plan) District to Amended PD(SIP) Amended Planned Development (Specific Implementation Plan) District to provide zoning to construct 2 mixed-use buildings containing a total of 18,000 square feet of retail and 90 apartments.

The agenda item approves the rezoning. Gorman and Co will apply for WHEDA Section 42 tax credits this months. The decision on awards will be in late April-early May. Gorman also received funds from the city's new Affordable Housing Fund created in the 2015 budget in a competitive grant process. If they don't receive state tax credits, the project will not proceed in 2015.

Matt has been very helpful to me and my fellow alders with Cap East District plans and processes. He has also participated in the Winn-Atwood corridor planning effort. And he lives in District 6!

17. 35036 AMENDED SUBSTITUTE Creating Section 31.112 and Sec. 31.11(2)(o) and amending Sections 31.11(1) and 31.05(2)(b) of the Madison General Ordinances to create a process for Advertising Sign Banks and Replacement Advertising Signs, and amending sec. 31.04(5)(k)4.a. regarding illumination of certain signs. I supported the Mayor's veto (which prevailed at the last meeting) because I support the effort to eventually retire all billboards, a goal the Council adopted over 40 years ago. The proposed ordinance allows billboards to be banked and relocated to specified locations (cap and replace), likely extending the life of existing billboards in perpetuity.

The city is re-issuing an RFP for JDS at the instruction of the Council. No TIF assistance for non-parking elements of the project will be provided (i.e. the hotel). The City will finance the parking under new TIF rules adopted by the State of Wis in 2014.

The City of Madison is proposing to reconstruct Center Ave & Sommers Ave. Adams St from Division St to Dunning St in 2015.  Also proposed is the  replacement of the water main, sanitary sewer and storm sewer.  Portions of the sidewalk will also be replaced. The meeting will include representatives from the City of Madison Engineering Division.
Residents will have an opportunity to view the proposal and provide comments.

Introduction of New Business for Referral without Debate

83. 36979 Creating Secs. 10.055 and 29.135, repealing and recreating Sec. 29.10, and amending Secs. 29.07(3)(e), 29.13(4), 1.08(3)(a) and 1.08(4) to shift the administration of the Street Occupancy Permit Program to the Traffic Engineering Division.

This ordinance change will protect street trees during construction. I worked with the City Attorney to add protections to trees in the street occupancy permit process in response to a neighbors concerns that street trees on Atwood were removed at a construction site that were anticipated to be preserved. Once adopted, if a developer or other permit holder fails to comply, their permit will be revoked and work cannot continue.  Read the drafter's analysis or legislation for more details about the ordinance.

"Additionally, clauses are being added into the ordinance that will require applicants to identify, at the time of application for a permit, whether the occupancy will require that any street trees be removed, trimmed or pruned.  Applicants will be reminded that any such removal, trimming or pruning is subject to MGO 10.101, and the failure to abide by other ordinances during the occupation, including the tree removal ordinances, will be cause to revoke an existing street occupancy permit."  


95. 37013 To authorize the Mayor and City Clerk to enter into a four (4) year Agreement between the City of Madison and the Madison Metropolitan School District, Madison School & Community Recreation for calendar years 2015 through 2018 for school and community recreational programming in Madison Parks.

Embedded in this lease agreement is BIG NEWS - Breese Stevens Field will become East High School new home field for all soccer and football games for girls and boys. Thanks to District 6 resident and School Board member Ed Hughes for helping to jump start the conversation between Parks Division, East High coaches and MMSD.

"MMSD and the Parks Division have agreed to terms that would be included in this agreement that would allow East High School to obtain priority access to Breese Stevens Field for soccer and football games."
