Highlights: Last week the Common Council approved the proposal by BKM LLC for the Olbrich Biergartern. I appreciate all the comments I received, both pro and con. The Mayor decided not to veto the proposal. In a letter to the Council he writes "I do plan to review with staff a considerable number of issues this project raised regarding the use of the parks, zoning of parks, privatization, placemaking, and monetization of public property," and he goes on to say the final lease agreement may address some of his concerns. On Monday, the Board of Estimates takes up the use agreement for Rutabaga paddesports proposal for the Olbrich Beach House, a contract for programming initiatives on State St, stormwater treatment of Starkweather Creek at the Voit Farm, update to the Sustainable Madison Plan (thanks for all the emails), a collection agreement for room taxes for local AirBnB owners, and the latest update on the Garver Feed Mill. Also Monday is a neighborhood meeting to gather feedback on the potential to construct affordable housing at the Messner's site, it's a D2 meeting but anyone interested is welcome to attend. The ALRC will review the new license for High Noon Saloon on Wednesday. Cathy Dethmers will be missed (thank you Cathy!) but I believe the Franks will honor her vision. The MPD Policy and Procedure Review Committee meets on Thursday. The consultant, the OIR group, will be on hand to provide an update. They have created a short survey- please take it

23. 46360 Authorizing the City to execute a use agreement with Rutabaga Paddlesports LLC to conduct rental, instructional, non-alcoholic concession and other recreational activities at the Olbrich Park Beach House for the years 2017-2023.
This resolution authorizes up to a 7-year agreement with Rutabaga Paddlesports LLC at Olbrich Park. The agreement will set forth the terms and conditions upon which the City will allow Rutabaga Paddlesports LLC to conduct water sport equipment rental and instructional programs, run day camps, sell non-alcoholic concession products, and related products at the Olbrich Park beach house. Rutabaga Paddlesports, LLC will pay the City an anticipated $40,400 over the seven (7) years of the agreement and make a minimum of $5,000 in capital improvements to the City's facilities. These revenues will be recognized in the Parks Division Operating Budget.
24. 46033 SUBSTITUTE - Appropriating $50,000 from the 2017 Planning Division Operating Budget and Authorizing the City of Madison to enter into a contract with the Madison Central Business Improvement District (BID) for $50,000 to fund the continuation of the Downtown Activities Program focused on existing plazas around the Capitol Square and State Street (2nd, 4th and 8th AD).
The City would like the BID to continue programming opportunities both at the "Top of State" as well as other existing open space and plazas along State Street and the Capitol Square, including, but not limited to, Rotary Plaza, Lisa Link Peace Park, North Frances Plaza, and the intersection of State Street Mall and the Library Mall.
29. 46296 Amending the 2017 Capital Budget of Stormwater Utility and Authorizing the City of Madison, through the City Engineer, to accept Dane County Urban Water Quality grant awards in the amounts of $475,000 for the Starkweather Creek Stormwater Treatment Project.
The Stormwater Utility Capital Budget includes $300,000 for design of a Coagulant Stormwater Treatment System in 2017 and $5,000,000 for construction of that system in 2019; the amendment increases the 2017 Capital Budget of Stormwater Utility by $475,000 funded by a Dane County Grant.
33. 45569 Updating the Energy and Carbon Goals in the Sustainable Madison Plan in response to changing science and technology around climate change, renewable energy and energy efficiency.
In the adopted 2017 capital budget Engineering-Facilities Management has budgeted $750,000 for renewable energy and energy efficient installations via the Sustainability Improvements program funded by GO Borrowing. This resolution authorizes the updating of the Energy and Carbon Goals in the Sustainable Madison Plan by assigning up to $250,000 of that budgeted funding to develop a plan for city operations to achieve goals of 100% renewable energy and net-zero carbon emissions. Funding would be used for third-party expertise required to develop a plan.
36. 46211 Authorizing the Mayor and City Clerk to enter into a Voluntary Collection Agreement with Airbnb, Inc. for the purpose of collecting room tax payments from Airbnb hosts in the City of Madison.
The proposed resolution authorizes a voluntary agreement between the City of Madison and Airbnb to collect room tax payments from hosts. Based on recent data collected from Airbnb there are currently 400 active hosts within the City of Madison. Each host has earned an average of $5,100 from renting their space. Based on current listings it is estimated collecting room taxes from these hosts would result in $183,000 in potential room tax revenue.
42. 46445 Garver Feed Mill update
Notice for closed session. The Baum team has secured $10M in new market tax credits which nets the Garver rehab project $2.5M in equity. The next step is to finalize the land use agreements for the Garver building and the area for the microlodges, the new storage building for Olbrich Botanical Gardens and to begin work to stabiliize the brick.

Neighborhood meeting- potential redevelopment of Messner's site for affordable housing

Dane County is interested in facilitating redevelopment of County owned parcels at 1314, 1318, and 1326 E. Washington Avenue (former Messner site) for mixed income housing that includes units affordable for extremely and very low income families as well as some market rate units. The County plans to issue a Request for Proposals (RFP) to select a developer. Part of the process is to consider neighborhood input and recommendations for terms to be included in the RFP. The selected project will also have to go through the City development review process.
