Pres House PILOT

I am pleased to announce that the Pres House has arranged a PILOT program with the City of Madison and has made a voluntary payment of $30,000 for 2012.

A PILOT (Payment in Lieu of Taxes) is used when a tax exempt organization has decided to make voluntary payments for services used.

Over the years, the tax emption status of the Pres House has created lively discussions amongst council members and legislators at the Capitol.

In 2007, the Presbyterian student center opened an apartment building adjacent to their facility. Originally, the Pres House paid taxes due to a decision by the Madison assessor. In 2009, State Representative Spencer Black introduced and passed a tax exemption targeted at organizations like the Pres House. In the last chapter of the tax emption saga, Governor Scott Walker vetoed a provision in the 2011-2013 biennial budget that would have remove the organization's tax-exempt status.

"Even though Pres House is fully exempt from paying property taxes under state law, our board felt it was appropriate that our facility support city," said Rev. Mark Elsdon, Pres House executive director and co-pastor. "Pres House wants to be a good neighbor to its Madison stakeholders on campus and in our community."

The $30,000 voluntary payment relates to the services currently used by the Pres House. This payment will be discussed and likely accepted at Tuesday's Common Council meeting. 

I am grateful for the board's decision. After touring the location, reviewing the curricular functions of the space, and speaking with residents, the Pres House provides a unique living environment for students. I believe their general mission is an asset to the UW Madison community, and can be attributed to their desire to contribute to the City.
