EXECUTIVE SUMMARY Title VI/Civil Rights Compliance Plan City of Madison Kirbie G. Mack, Director Affirmative Action Department July 2002 The City of Madison assures that no person shall on the grounds of race, color, sex, age, disability or national origin, as provided by Title VI of the Civil Rights Act of 1964, and the Civil Rights Restoration Act of 1987 (P.L. 100-259) be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity. The City of Madison further assures every effort will be made to ensure nondiscrimination in all of its federally funded program activities. Furthermore, Madison General Ordinance (M.G.O.) Sec. 3.58(8) (a) (b) mandates the execution of this operational requirement. The stated purpose of this plan is to demonstrate that the City is committed to fair and equitable service to all city residents/service recipients. Moreover, this plan is a proclamation that all city agencies that receive federal funds will allocate such funds in a manner consistent with federal mandates. Our goal is simple, to provide the type of service our residents expect and deserve. This service delivery requires a commitment to providing the appropriate accommodations, access, and treatment necessary for the receipt and retention of federal assistance. The Title VI Plan identifies fourteen City agencies that receive federal funds and their individual plans for compliance with Title VI. Our written Title VI/Civil Rights Compliance Plan comprises city-wide policies, procedures and programmatic efforts, together with individual agency plans that include narrative descriptions of services, aids and/or benefits that are provided for members of the Madison community. Agency plans request agencies to monitor relevant demographic information to identify the representation for Madison area benefit and/or service eligible, applicant and recipient populations. In addition, all agency plans include information about the City of Madison Title VI Service Delivery complaint procedures, as a component of the internal monitoring system. It is the goal of the City of Madison to communicate to its residents a recognition and commitment to servicing them to the fullest extent of the law. The Director of the Affirmative Action Department, Kirbie G. Mack, is responsible for initiating and monitoring Title VI training and activities, preparing required reports and other City responsibilities as required by 23 Federal Code of Regulation (CFR) 200.7 and 49 Code of Federal Regulation 21, and other applicable regulations. |
