Mall / Concourse Food Vending

FOOD CART REVIEW APPLICATIONS DUE 8/1/18

It is time to apply to participate in the 2018 Food Cart Review.  This annual process will determine if a vendor will be eligible to apply for a Mall Food Vending License for the 2019-2020 Vending season. If you do not take part in the review, you will NOT be eligible for a vending location in the Mall/Concourse.  The Mall/Concourse includes the Capitol Square and State St Mall (aka Library Mall).

All applicants for Mall/Concourse Food Vendor licenses, including returning Mall/Concourse food vendors, are required to participate in an annual Fall Food Vending Review prior to applying for a Mall/Concourse Food Vending license and being assigned a site within the Mall/Concourse.

The 2018 review will take place September 10, 2018 - October 6, 2018.  During these weeks, reviews will take place:

  • Monday through Friday between 11:00 a.m. and 2:00 p.m., and on Saturday between 9:00 a.m. and 1:00 p.m.
  • Returning food vendors will be reviewed in their regular sites during their regular business hours. New applicants will be assigned a site, by the Street Vending Coordinator, for review on 2 designated Saturdays.  In the event of severe weather, specific review days may be rescheduled upon notice to all participants.

To ensure each reviewer can review vendors it is REQUIRED that you are in your vending locations during the times you list on your application. Participants are penalized for missing assigned days of the Food Cart Review as follows:

  • Existing Monday-Friday vendors: will be allowed 2 missed vending days and will be penalized 1 point for each review day missed in excess of 2 days.
  • Existing Saturday only vendors: will be allowed a 1-day missed vending and penalized 1 point for each Saturday missed in excess of 1 day.
  • New applicants: no missed days, 1 point deduction for each assigned day missed.

FOOD CART REVIEW ELIGIBILITY:

  • The Fall Food Vending Review shall be open to all new applicants and currently licensed food vendors who have obtained all necessary food and drink inspections, licenses and permits required by Public Health-Madison and Dane County (PHMDC) or a State Mobile Vending License through the Department of Agriculture Trade and Consumer Protection (DATCP).  All carts will be required provide an inspection report by either PHMDC or DATCP.  The inspection must have been completed within the last calendar year.
  • All health department licenses must be secured no later than five (5) business days prior to the first day of the review. The applicant is responsible for arranging all necessary inspections with PHMDC or DATCP. 
  • The applicant will have no significant health violations.  A "significant health violation" shall mean any violation of safe food storage and handling ordinances or regulations.
  • Received not more than two (2) vending citations or complaints within the period of September 1- August 31 immediately preceding the review.

MALL FOOD LICENSE ELIGIBILITY AND SITE ASSIGNMENT PROCESS:

  • Mall Food License eligibility shall be made on the basis of the review panel rating using three criteria: food, apparatus, and total experience (See attachment with details on review criteria).
  • A vendor who participates in the Fall Food Vending Review must obtain a review rating of at least 70 out of 100 possible points to be eligible to receive a site assignment at that time.
  • Site preference list will be submitted by the vendor, after the food cart review has been completed and the vendor has qualified for a Mall/Concourse vending site.
  • Site assignment order will be based on Reviewer scores, plus seniority points (maximum 5 points based on years a vendor has held a Mall Food Vending License), and less any critical health code violations, vending violations or missed day demerits during the Fall Food Review.

You must obtain the following before you can apply for a Mall / Concourse Food Vending License:
The application for this license can be completed on the City of Madison Licenses & Permits portal.
  • If you do not have one already, you must create an account on the Licenses & Permits portal to fill out the application. You will receive a confirmation email once you create your account. You must open this email and click on the link to conplete the registration process (HINT:  Check your junk mail if you do not see it in your primary inbox).
  • Please note that you must obtain a City of Madison Street Vendor License before you can apply for the Mall Food License.
  • Once you login to your account go to the Licenses/Registrations section, select Apply for a License/Registration and then choose Vending - Mall Food .
 
Applying for a Mall / Concourse Food Vending License Online

Food Cart Review

The 2018 Food Cart Review takes place September 10 - October 6, 2018.
This mandatory juried review process takes place every year in late September/early October. Mall / Concourse sites are formally assigned based on a rank-ordered list of scores. All Mall / Concourse food vending sites for the current year have already been assigned. Applications must be submitted by September first each year in order to apply for a Mall / Concourse food cart site during the following year.
