Multifamily Housing

What Is Multifamily Housing? 

Multifamily Housing projects provide project-based assistance (also known as Section 8 New Construction), financed by the Wisconsin Housing and Economic Development Authority (WHEDA), with funding provided by the Department of Housing and Urban Development (HUD). Multifamily Housing offers affordable apartments, centrally located in the City of Madison, with the following HUD designations:

• Barrier-Free, wheelchair accessible units for the physically disabled

• Elderly or disabled designation

• Two- or three-bedroom family units

Who is Eligible for CDA Multifamily Housing?

Multifamily Housing is limited to low-income families and individuals. The CDA determines your eligibility based on:

• Annual gross income;

• Whether you qualify as elderly, a person with a disability, or as a family; and

• U.S. citizenship or eligible immigration status.

The CDA will also check your references, examine your credit history, and conduct a complete criminal background check to make sure you and your family will be good tenants. The CDA will deny admission to any applicant whose habits and practices may be expected to have a detrimental effect on other tenants or on the project’s environment.

Reasons for denial may include, but are not limited, to:

• State sex offender registration requirement

• Previous eviction from federally subsidized housing

• Illegal use of drugs

• History of alcohol abuse that interferes with the right to peaceful enjoyment of the premises by others

• Drug-related criminal activity

• Criminal activity

• Inability to meet financial obligations, including rent

• Eviction filings and judgments

• Negative behavior and a record of disturbances to neighbors

• Lease violations

• Poor housekeeping habits

• Debts to any federal Housing Authority

• Owing money to a landlord

• Failure to disclose Social Security numbers for all family members

• Failure to sign required consent forms

How Is Rent Determined?

Rent is based on your family’s anticipated gross annual income. Residents pay 30% of their income, and the U.S. Department of Housing and Urban Development (HUD) pays the rest.

How Do I Apply?

The wait list for Karabis Apartments is CLOSED.

Currently the CDA is ONLY taking applications for the Parkside Apartments for the following:

• One-Bedroom Elderly (62 years of age or older)
• One-Bedroom Disabled
• One- and Two-Bedroom wheelchair accessible

Parkside Apartments and Townhouses

• 1-Bedroom Unit (Disabled or Elderly* Designations) = 12+ Months
• 1-Bedroom Unit (No Designation) = 1-2 Years
• 2-Bedroom Unit = 12+ Months
• 3-Bedroom Unit = 3+ Years

Karabis Apartments

• 1-Bedroom Barrier-free Unit (Physically Disabled Designation) = 2-3 years
• 2-Bedroom Barrier-free Unit (Physically Disabled Designation) = 1-2 years
• 3-Bedroom Barrier-free Unit (Physically Disabled Designation) = 2-3 years

These estimated wait times are most accurate for applicants who provide documentation that they live, work, or go to school in the City of Madison.  Applicants will be notified by mail when the CDA is ready to screen their application.
