On Wednesday night, around 7:30 p.m., a 22-year old downtown resident was outside grilling some chicken when a van pulled up near his home. He said two men stumbled out. They were slurring their words, but it became evident to him they were in search of a bathroom. He refused to allow them inside his home, told them to get on their way, and decided it best if he go inside and lock the doors. He looked out a window to see one of the men urinating on his house. When the man finished, he grabbed a piece of chicken off of the victim's grill, and the two men drove off. Disturbed, the victim called police dispatch. An officer located the van, and pulled it over on Martin Luther King Jr. Blvd. At the time of the traffic stop Matthew A. McCartney, age 38, Beloit, was driving. The passenger, Richard M. Carrat, age 40, Beloit, was eating chicken, and licking his fingers. One officer noted Carrat had something reddish-brown on his fingers, and there was a "dab of what appeared to be the same substance on (his) right cheek.” Carrat told an officer he had purchased the chicken on State Street. The officer indicated a similar piece of chicken was missing from a downtown grill, and the driver acknowledged his passenger was - in fact – dining on that piece of chicken. The victim told police when he saw the men it was Carrat who was driving the van. That is why both men were arrested on the tentative charges listed above. |
