City of Madison Targeted Business Enterprise Programs

The Targeted Business Enterprise Program encourages participation of different types of businesses on City projects. The Program encompasses Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), Section 3 Business Enterprises (S3BEs), and Disadvantaged Business Enterprises (DBEs).

City bid documents specify the type of business (MBE, WBE, S3BE, DBE and/or SBE) targeted for a specific contract. In general, the targeted business type is determined by the source of funding for a contract. The City sets SBE goals on public works contracts estimated to cost $100,000 or more that are funded solely with City dollars. Projects with certain types of federal funding might have an MBE, WBE, S3BE, or DBE contract goal. The City calculates a contract goal by comparing the work areas listed in a project cost estimate with the list of certified businesses that perform those types of work.
