Eligibility

In order to be certified as a WBE, a business must be:

• Organized as a for-profit business, performing a commercially useful function;
• At least 51 percent owned by one or more women; and
• Controlled (managed and operated daily) by one or more women.

Size Standards

There are no size restrictions for WBE certification.

Program application

The WBE Program relates to the procurement of supplies and services with certain federal funding. For example, CDBG funds have a requirement that contractors solicit bids from WBE-certified firms for those projects.

A responsive bidder on projects with a WBE goal must meet the contract goal using firms certified as WBEs, or show good faith efforts to do so.
