for the purpose of conferring on matters
of mutual interest and to provide a
means for advising both governing
bodies on matters where there may be an
apparent conflict or difference in
interest between the city and the county
and, in order that each governing body
may be better apprised concerning
matters of mutual interest in their re-
spective areas of local government ad-
ministration. No citizen members.
