A quorum is present.

Sherrie Gruder reviewed agenda items for today’s meeting.

Sherrie introduced Joanie Henderson and Alexis Karolides are guests today from the Rocky Mountain Institute (RMI) in Snowmass, Colorado. The ECGB committee members made round table introductions of themselves for the benefit of RMI.

Sherrie Gruder summarized the creation of the Workgroup’s Combined Draft Recommendations Table. This table was distributed to ECGB committee members by e-mail and hardcopies were distributed at today’s meeting. The combined recommendations table includes both green building sub-committee initiatives and energy conservation sub-committee initiatives into one recommendations table. Also, it addresses the comments, questions, concerns and additions from the previous meeting on April 27, 2004.

Energy Conservation Workgroup review of revised plan.

Niels Wolter summarized all of the items in the combined recommendations table that pertain to energy conservation. The committee made round table comments on the energy conservation workgroup review of the revised plan. Positive comments were identified and outlined on flip-charts. Followed by questions, what’s missing & additions, and concerns.

Green Building Workgroup review of revised plan. Also review of the Madison Sustainable City Program.

Sherrie Gruder, with input from Kevin Little and Lynn Hobbie who also worked on the revisions, summarized the new parts in the combined recommendations table that pertain to the sustainable city program. She summarized the green building changes. Garrick Maine presented the adoption of the LEED rating system and green building incentives.

The committee made round table comments on the green building workgroup review of the revised plan. Positive comments were identified and outlined on flip-charts. Followed by questions, what’s missing & additions, and concerns.There was extensive discussion on 2 items in particular, LEED and WI Green Built Home and whether or the extent to which certification should be mandatory. A vote was taken on the Green Built Home program with all but 3 voting for the City to adopt Green Built Homes as mandatory at the certified level by 2007. Several members abstained because they wanted more information on the potential impacts of adoption. Sherrie stated that the report will indicate that the administering organization for the program, WEI, does not support mandatory adoption of the standard.

Overall What’s Missing?

The committee had round table discussion on overall what’s missing. Items were identified and documented on flip charts.

Highly Visible, Early Victories.

The committee worked on identifying from the initiatives in the recommendations items that would be highly visible, early successes. These items were documented on flip-charts. A group of people will put these into a framework by Monday next week. They will be emailed to Sherrie.

Hallmarks.

The Mayor of Chicago is known for green roofs and cleaning up the Lakeshore – hallmarks of his administration that are highly visible. In the context of the committee’s work, identify the biggest visible projects that the City can do within the next two years that will be considered a hallmark idea to Madison. Something that is easily recognizable, visible to City residents and visitors that will bring people to Madison to learn from and experience. Items were identified and documented on flip charts.
 

8. Process to Move Forward.

The final draft recommendations report will need to be reworked and completed within the next three weeks. A reworked matrix will be sent out Friday. There was a discussion at the end about consensus on key initiatives. Comments may be solicited via email.

A draft final report will be sent out to committee members for review and comment. Committee members will need to send comments to Sherrie with a rapid turn around. Depending on the extent of the comments, the report may be sent out again for review.

The final report will be written from the Mayor’s point of view and will incorporate four versions.

  1. A short 5-10 minute summary report.
  2. A power point presentation.
  3. A recommendations table.
  4. A full report.
