Resume
1. Introduction.
2. Dave Benzschawel is changing job assignments. Joe DeMorett will take his place to represent the Engineering Department.
3. Amend minutes for meeting number 1 and resubmit for review and comments.
4. Amend minutes for meeting number 2 and resubmit for review and comments.
5. GreenBUILD conference in Pittsburgh at the first LEED Gold convention center, Abby and Sherrie attended along with 5,000 people from 27 countries. Reported that there are many existing resources from cities who have greenbuilding programs both mandatory and voluntary as well as incentive/education programs for the private sector. We will gather these for review by the committee.
6. Dave B. reported previous discussions in the City to require TIF developers to include green building practices. Not successful to implement by City to date. Sherrie to add information on this as it relates to other programs and cities. Also include discussion of this for BUILD program for low-moderate income housing – good tie-in with Federal and County program.
7. Mission statements were taped to wall and reviewed by all attendees. Key words and phrases were underlined to determine preferences.

12. Sonya formulated:
To inspire the community to take action through implementing policies and project initiatives for a cleaner environment and healthy community.
13. Neil, Sonya and Margaret will prepare a draft mission statement from the prepared formulation and bring to the next meeting for review and comment.
14. The selected original goals are:
a. Educate residents (%) on energy usage so that decisions are made with understanding of implications of their behavior.
b. Revise City policies and rules to require and ensure green building, conservation practices.
c. Reduce long-term energy use per capita.
d. Develop green building standards.
15. Create short and long-term goals for energy conservation and green buildings.
16. Reduce energy use per capita by:
a. Rate of decrease in proportion to rate of population growth.
b. Roll back to 1990 levels per Kyoto protocol.
c. Implementation strategies include summer a/c savings and short-term targeted pilot, City lights.
d. Survey City department managers regarding energy conservation.
17. Energy conservation informational needs:
a. Energy programs from other cities (Abby, Margaret, Jim).
b. Energy consumption by MG&E, existing (Joann).
c. Residential characterization (Craig).
d. Do an energy use study (Jim M.).
e. Energy conservation group are Craig, Joann, Margaret, Barb, Sonya, Kevin Little, Jim Mapp, and Niels.
18. Green building information needs:
To develop policies and rules/standards.
a. City purchasing specs (City staff).
b. All building related permits, zoning codes and ordinances (Dave B.).
c. LEED, research on other cities programs, Madison School District RFP that included green building but did not get adopted (ID person to contact and present on this), green built home program.
d. Green building group is Lou, Garrick, Mike, Abby, SG, and John Imes.
19. Send suggestions for additional committee members to Sherrie Gruder.
20. Craig Schepp distributed a goal achievement process matrix for committee use.
