1. Minutes. The Minutes of Meeting No. 2 were approved with minor
corrections.
2. Jeanne Hoffman introduced the newest member, Faramarz Vakili, representing
the biotech field. Jeanne also requested a time line for the subcommittee’s
work including when would there be a meeting with the other subcommittee and
when we would we begin to formulate goals.
3. Presentation by Paul Meier, Meier Engineering Research, regarding the
Energy ED Simulator.
4. General Discussion.
- Higley began with questions on where growth will occur and is that growth
being planned.
- Amato stated that MGE and Alliant needed to do the forecasting and then
ATC would proceed with that information.
- Hiniker stated that there was a need for collaboration between the
utilities. For example, what happens to the Blount Street Power Plant?
- Vickerman stated that we need to address solutions before those measures
become the default option.
- Garvin stated that the numbers come from MGE and Alliant.
- Grapentine asked if the group was questioning the numbers for growth.
- Bollom stated that the projections and forecasting is based on economic
forecasts, history, and conservation measures that are being developed. Based
on that analysis, the plan is submitted to the PSC and can be presented to
this subcommittee. But, he questioned what the subcommittee would do with that
plan.
- Helbach stated that most of Alliant's growth was in the suburbs.
- Bollom asked what are other cities doing and could we increase the options
of the utilities.
- Hoffman agreed about additional options and offered the Mayor as a bully
pulpit.
- Vickerman stated that the fish bone diagram could be defective. He
presented a series of slides indicating the improving position of windpower
since 1999. (Attached.)
- Brick questioned what would it take to make Madison the renewable city and
suggested that topic be on the agenda for the next meeting.
- Bollom stated that the forecasting is not correct but it is reasonable
correct.
- Grapentine suggested that we should agree on a number and proceed as
forecast.
- Luetmer suggested the following goals:
a. Generate enough electricity to meet the demand of the area;
b. Obtain enough transmission capability to get the electricity to the area;
and,
c. Generate renewable energy.
- Brick stated that air quality issues in Dane County are driven by
non-stationary sources.
35 Agenda for the next meeting. Vickerman and Brick to distribute/present
summaries of city-based sustainable energy initiatives.
Next meetings scheduled are:
January 21, 2004 @ 5:00 p.m. - Room 303, Madison Municipal Bldg.
February 25, 2004 @ 5:00 p.m.- Room 300, Madison Municipal Bldg.
