PROCESS
A workplan has been established detailing the steps to be taken in creating the plan and the approximate timing of each. The process consists of four basic parts: understanding the existing conditions and trends, creating alternative future development scenarios, developing specific recommendations, and drafting the plan document. The process is summarized in a calendar format below and detailed in the following table. The table will be shaded throughout the process to indicate steps that have been completed.

Part I: Existing Conditions and Trends:
This part will include an evaluation of the existing conditions within the planning area, such as land use, zoning, property ownership, lot dimensions, building heights and setbacks, property assessments, and recent sales. It will also include a summary of relevant recommendations in existing plans that cover or border the area.

Part II: Alternative Development Scenarios:
Three to five (depending on the range on input received) general development scenarios that will achieve the vision for the area and result in a vibrant, complete neighborhood will be developed and evaluated. The scenarios will be largely based on land use, density, and general building characteristics. This phase will conclude with a consensus on one preferred scenario.

Part IV: Plan Document:
The deliverable for this project will consist of a Plan document that will include background information and trends, issues, descriptions and evaluations of the alternative scenarios, a description of the preferred scenario and recommendations, and detailed design guidelines. It will also include a listing of all meetings held and the input received. The plan will be sufficiently illustrated (maps, photos, and illustrations) to clearly articulate the recommendations.
