Cieslewicz Nominates Clingan as Community Development Director

Madison - Mayor Dave Cieslewicz today named Bill Clingan as Director of the newly created Division of Community Development. Clingan is currently the Deputy Vice President of Workforce Development for United Migrant Opportunity Services. He previously served as a Division Administrator in the State Department of Workforce Development and as a member of the Madison school board.
"Bill is an experienced manager whose knowledge of community development is both broad and deep," said Mayor Dave Cieslewicz. "As a life-long Madison resident and former school board member, he has deep ties to the community and understands the key role that education plays in building strong neighborhoods."
"This is a wonderful opportunity to serve the city I love," said Clingan. "In order to continue on the path the Mayor has laid out to maintain and improve the quality of life in Madison, I plan to listen and respond to the full spectrum of community interests."
In his leadership role at the Dept. of Workforce Development, Clingan managed over 600 staff focused on a wide range of policy issues. Clingan served on the Madison Board of Education from 2003 through 2005. He also worked for Dane County from 1994 to 2003 as an Employment and Training Coordinator and a Community Resources Planner. He received both his Bachelor of Science Degree in Education and his Master of Public Policy and Administration Degree from the University of Wisconsin-Madison.
Pending confirmation by the Common Council, Clingan will start Monday, September 15th.
