Mayor Soglin Announces Appointment of Human Resources Director

Today Madison Mayor Paul Soglin announced the appointment of Harper Donahue, IV as the
City of Madison’s Human Resources Director. He has served as the Interim Director of the Human Resources Department since September 2017.

Mr. Donahue joined the City in 2005. He has broad knowledge and experience in personnel, labor relations and organizational development. Prior to serving as Interim Director, he served in the Department as a Labor Relations Specialist and as an HR Generalist. From 2005-2010, Mr. Donahue worked as a Civil Rights Recruitment Specialist and an Equal Opportunities Analyst in the City’s Department of Civil Rights. Prior to working for the City, he worked as a supervisor, outreach specialist and community liaison for the PEOPLE Program at the University of Wisconsin-Madison.

Mr. Donahue has a B.A. and MBA from the University of Wisconsin-Madison, a certificate in Labor Relations from the University of Wisconsin-Milwaukee and is a graduate of Madison Memorial High School.

As Director, Mr. Donahue will be responsible for leading and directing the work of the Human Resources Department. The Director must work closely with the Mayor, other managers, and Department staff to achieve a highly competent and diverse City work force. The H.R. Department is responsible for services relating to personnel, organizational development, training, benefits, labor relations and employee relations.

Mayor Soglin said, "In the role of Interim Director, he demonstrated leadership as an important member of the City’s management team."
The Common Council will vote on Mr. Donahue’s appointment at their meeting on February
6th.
