1. RACIAL EQUITY & POLICING

 

Several city meetings listed below include items that are related to racial equity, are being put forward in response to the protests, or are related to law enforcement. See the agenda listings below for:

On Thursday, Sept. 24, at 6pm, the Public Safety Review Committee's Budget Subcommittee will be holding a virtual public hearing to take input on the Police Department's budget. The subcommittee, on which I sit, will be publishing a report early in the week that details the various services and positions in MPD, as well as the approximate expenditures required for each. That report will provide extensive information to both the public and alders concerning the MPD budget. The report should be available here early in the week. Note that the long list of documents linked at that site are items considered by the subcommittee and have informed our forthcoming report.

N. Ingersoll To Remain Closed at E. Washington until Oct. 1

The contractor working on the new configuration and paving of N. Ingersoll St. between E. Washington and Curtis Court recently informed City Engineering of a mistake that was made with an incorrectly poured light pole base. They had to remove the new base and start over, which in combination with delays due to recent wet weather, has significantly delayed the reopening date. Reopening is now expected to take place around Wednesday 9/30 to Thursday 10/1. Next week's weather forecast looks promising, so let's hope the schedule holds.

Update on E. Washington Speeding and Noise

According to MPD, their enforcement efforts along E. Washington will continue this weekend. Those efforts are grant-funded and are typically available only when officers are not busy with other work, so it is uncertain if/when the enforcement activities will occur. Depending up on those variables, MPD expects to conduct enforcement for the coming weekends. All engineering and education measures are also expected to continue, including lane closures, message boards, speed boards, and signal timing changes.

Low Response Rate to Census in District 2 Continues

 

The deadline for filling out the 2020 Census is Sept. 30, 2020. District 2's response rate has lagged compared to most of Madison - Check out this map and website to see how we need our response rate to go up in every neighborhood.

 

College Students Can Use Madison Residency For the Census

Census Bureau officials say students living away from home should be counted at their on-campus or off-campus college address, even if coronavirus temporarily sent them to stay with their parents or elsewhere. Where you lived on Census Day, April 1, 2020, is what counts, so if you had a dorm room or apartment in Madison on Census Day, even though you may have temporarily been staying elsewhere or have moved, your census residence is Madison. 

 

Fill out the census over the phone, by mail or online at my2020census.gov.

 

 

Oct. 1 Neighborhood Committee Meeting For Proposed Redevelopment on 400 Block E. Washington

LZ Ventures has submitted a new application to the city for redevelopment of the 400 block of E. Washington Avenue. Neighbors will learn about their new proposal at an Oct. 1 virtual neighborhood meeting hosted by me and Alder Rummel. To register for the neighborhood meeting, visit this website. Once registered, you will receive the Zoom link and call-in information.

 

After the Oct. 1 meeting the James Madison Park District, part of Capitol Neighborhoods, Inc., will again be forming a steering committee to review the new proposal. I will publishing any future meeting dates and other information in my regular updates.

 

By a one-vote margin at Plan Commission's July 13 meeting, LZ Ventures' earlier proposal was not approved. Because commissioners placed the proposal on file "without prejudice", the developers are able to submit this new application. As before, this proposal includes demolition of the Klinke Cleaners building, 3 multi-flat housers, and 2 single-story commercial buildings, all between 402 and 414 E. Washington, as well as multi-flats at 9 N. Hancock, 8 N. Franklin, and 12 Franklin. The developer now proposes a 9-story (rather than 10-story) market rate 146-unit apartment building on E. Wash dropping to 6 stories in the rear along Hancock with 5 stories along Franklin. Several levels of parking would be underneath. One commercial space is planned at the corner of E. Washington and N. Franklin. Project plans and other materials can be found here.

 

It is likely that the proposal will be before the Urban Design Commission on Nov. 4 and Plan Commission on Nov. 9. They will be seeking one bonus floor along E. Washington (down from two) and, as before, various conditional use permits. Compliance with Urban Design District 4 guidelines will also be considered.

 

Hispanic Heritage Month

Hispanic Heritage Month Downtown is running from Sept. 15 through Oct. 18. This celebration will include a variety of elements including a fun, safe way to shop and to enjoy downtown while celebrating Latinos. People will be invited to explore art installations, enjoy street music, visit local shops, and be introduced to the Latino Chamber of Commerce as they explore, celebrate, and enjoy Latino heritage and culture in Downtown Madison. Due to Covd-19 restrictions, most of these special features will be posted online and shared via social media. Further information here.

2021 Budgeting Process Continues

Common Council's consideration of the 2021 Executive Capital Budget and 5-year Capital Improvement Plan (CIP) continues at the Finance Committee meeting on Monday (see agenda and details below in City Meetings of Interest). Committee members will evaluate and vote on alder amendments to the Mayor's Executive Capital Budget and the CIP. Amendments that pass will subsequently be considered by the full Common Council on Nov. 10 and 11. Amendments offered from the floor will also be possible at the Nov. 10/11 meetings.

The Mayor will submit her Executive Operating Budget on Oct. 6. The Operating Budget will also be finalized on Nov. 10 and 11 at the same meetings as the Capital Budget. Both the Capital and Operating Budgets for each city department throughout the budgeting process can be accessed here.
