Eligibility and Materials Checklist

OVERVIEW OF THE Residential parking permit PROGRAM

  • The purpose of the Residential Parking Permit Program is to provide residents the opportunity for the limited storing of vehicles on public streets to the partial exclusion of commuter vehicles. (See below for information on where and when you can park with a permit and permit limitations).
  • The permit costs $21.00 for each permit year. The permit year begins September 1 and ends August 31 of the following year. Fees are not prorated. Replacement permits cost $5.00.
  • Permits for the September 1, 2015 – August 31, 2016 year are available to purchase in-person beginning Friday, August 14, 2015.  All applications submitted online or by mail will be processed as they are received, however, the permits will not be mailed until August 14, 2015.
  • People who live at an eligible address in an area covered by the Residential Parking Permit Program may purchase permits from the Madison Parking Division Office. These permits allow residents of that area to exceed the posted one- or two-hour parking limit on the street.
  • A Residential Parking Permit does NOT guarantee you a parking place. It allows you the right to park IF you find a parking space.
  • We suggest that residents of Areas 1, 2, 3, 4, 5, and 9 seek alternatives to on-street parking for their vehicles. These areas are very crowded due to a large number of vehicle owners living in the area with only a few streets suitable for residential parking. 2015-2016 PERMIT ISSUANCE DATES

  • Permits are available to purchase in person beginning Friday, August 14, 2015
  • Please be prepared for lines and plan for approximately 1 hour of time if applying in person between the dates of August 14, 2015 through September 15, 2015.  Please note that many of the on-street meters adjacent to our building allow for short-term parking (up to 25 minutes). Consider taking alternative transportation or select a parking option that allows for longer term parking, such as a parking garage.  The Government East Garage at 215 S. Pinckney St. is the closest City parking garage to the Parking Division office.
  • If you apply online or by mail, your permit will be mailed to you at the permit address. Although permits are typically mailed within several days of receiving an application, from the date your application is submitted please allow up to two weeks for delivery as delays due to US Postal Service or high customer volume can occur.
  • All mailed and online applications received by August 1, 2015 will be processed prior to the August 14 mailing date, and permits will be mailed on August 14, 2015.  Applications received after August 1 will be processed as expeditiously as possible; please allow up to two weeks to receive your permit in the mail if applying after August 1, 2015.

WHERE AND WHEN DOES THE PERMIT ALLOW ME TO PARK?

Permit Allows Exemption from One-Hour & Two-Hour Time Limits:

The permit allows you to park in excess of the posted one- or two-hour time limits on designated streets in your area between the hours of 8:00 a.m. and 6:00 p.m. or in locations designated for resident parking only between the hours of 8:00 a.m. and 6:00 p.m.  These streets are identified by an area number which is located in the lower left-hand corner of the one- or two-hour parking sign. RESTRICTIONS AND LIMITATIONS of the permit

  • Permits do not exempt you from any parking restrictions other than the one- or two-hour restrictions or resident parking only restrictions on designated streets in your area.  You must obey the signage for all other restrictions (such as “No Parking 9AM to Noon Thursdays”).
  • Permits do not apply to streets that are metered.
  • Permits do not allow you to park for more than 48 consecutive hours.
  • Permits do not exempt you from alternate side parking regulations (Nov 15 – March 15).
  • Permits are not transferable.  If during the permit year, you move, change vehicles, get a new license plate number, or sell/junk the vehicle, you must submit a replacement application and surrender your permit to the Parking Utility to purchase a replacement permit ($5.00 per replacement).

  1. You must live at an eligible address in an area shown on the Residential Parking Permit Boundaries map (PDF). Some addresses are NOT eligible for permits because of restrictions placed on the conditional use approvals of the buildings. Residents at these addresses are not eligible to purchase a permit.   2. The vehicle for which you are requesting a permit must be properly registered.
    • Temporary Residents: the vehicle may be registered in the jurisdiction of your permanent address (it is acceptable for the vehicle to be registered in a different state or a different city in WI).
    • Permanent Madison Residents: the vehicle must be registered to the permit address. To change your registration to your permanent address, call the Wisconsin Department of Transportation at (608) 266-2353 or update online.  If you are a permanent resident and recently moved to a new address, you may be issued a temporary permit if your vehicle registration has not yet been updated to your new address.  You may subsequently exchange the temporary permit for the annual permit upon updating your vehicle registration to the permit address.
  3. Outstanding parking tickets must be resolved before you apply for a residential parking permit. If you have questions about the status of parking tickets call the Madison Police Department at (608) 266-4170. If you pay your tickets online the same day you are applying for a parking permit in person, you must provide a copy of your confirmation email as proof of payment.
  4. The vehicle for which you are requesting a permit must be owned by you, your child, your parents/step parents, legal guardian, spouse or registered domestic partner, or be a leased or company vehicle which is assigned to you. If it is a company vehicle, a letter (on company letterhead) stating that you are the assigned driver of the vehicle is required.
  5. A replacement permit may be obtained only if all or part of the original permit is surrendered when a replacement is requested or theft of the vehicle is demonstrated to the satisfaction of the City Traffic Engineer & Parking Manager or his/her designee.

  • The permit is not valid until it is affixed to the vehicle's windshield.
  • Please allow two weeks from the date your application was submitted for delivery of your permit by mail.

  • If you do not have one already, you must create an account on the Licenses & Permits portal to fill out the permit application.
  • Once you login to your account go to the Permitting section, select Apply for a Permit and then choose Parking - Residential Parking Permit.

  • For mail-in applicants, permits for the 2015-2016 permit year will be mailed to you beginning August 14, 2015. (The 2015-2016 permits are available for purchase in person beginning August 14, 2015.)

  1. Complete and sign the Residential Parking Permit Application (PDF) and read the rules on page two of the application form.
  2. Proof of residence must be mailed with your application (unless you are a homeowner that can be verified through the City’s property database). DO NOT SEND ORIGINALS. Documents will not be returned. Provide Proof of Residence in one of the following four ways:

    • Submit a copy of a lease or sublease signed by both you AND the landlord.
    • The address on your Vehicle Registration and Driver’s license matches the address for which you are requesting a permit. Submit a photocopy of both your driver’s license and vehicle registration. 
    • If you are a homeowner, your address must be available for online verification through the City’s property database OR you must submit proof of your address by submitting a property tax bill or a photocopy of both your driver’s license and vehicle registration that have the address.
    • Submit a notarized Property Owner Affidavit (PDF). Notaries are available at the Transportation Office.
  3. Send:
    • completed Residential Parking Permit Application (PDF)
    • proof of residence (if applicable)
    • a check or money order made payable to the City Treasurer for $21. DO NOT SEND CASH

The 2015-2016 permits are available for purchase in person beginning August 14, 2015.

You must bring the following with you when you apply for a parking permit:

  • Your vehicle registration form. If this is not possible, we may be able to access this information if you know your license plate number, but delays are likely or we may not be able to process your application.
  • Your valid driver’s license.
  • Proof of where you are living. A lease signed by you and the owner/rental agent is required as proof of residence. In lieu of a current lease, a notarized Property Owner Affidavit (PDF) may be used.

Permits can be obtained between the hours of 7:30 am and 4:15 pm, Monday through Friday from the Madison Parking Division located in room 100 of the Madison Municipal Building, 215 Martin Luther King, Jr. Boulevard. Map (PDF) All permit applicants are required to complete a Residential Parking Permit Application (PDF) or a “Renewal Application/Affidavit” form, which will be mailed on request.
