Mall
Maintenance is a City of Madison
unit, housed within the Parks
Department, that provides cleaning
and maintenance services for city
sidewalks in the greater State
Street and Capitol Square area (aka
“State Street Mall – Capitol
Concourse”).
These services are provided in recognition of the unique
status and function of central
downtown.
Mall
Maintenance services support
economic development and quality of
life both in downtown and city-wide.
Mall
Maintenance is separate from the
Central Business Improvement
District (BID), even though their
areas overlap. They are separate
entities, funded separately.
Mall
Maintenance Services: Year round,
seven days a week.

Mall
Maintenance Funding: Costs for
services are covered by both the
city and property owners.
The city and property owners
share costs for other services (city
covers 2/3; property owners cover
1/3.)
Mall
Maintenance Billing:
Property owner charges are
calculated in the fall, based on a
Sept 1 – August 31 service year.
Charges are usually included
in the annual property tax bill.
A
change is proposed in the method for
calculating charges for property
owners, to take effect for the 2008
billing.
The
proposed new method is the result of
6 months of work by a subcommittee
of the Downtown Coordinating
Committee (DCC), the city committee
charged with oversight of Mall
Maintenance.
The public/private
subcommittee included city staff as
well as property owners, and sought
input from the Business Improvement
District Board.

Method:
- Based
on a formula from 1973.
- All
properties within 234 feet of
State Street or the Capitol
Square pay charges at varying
levels, whether or not the
properties actually receive
service.
- Calculated
based on parcel lot square
footage.
- Only
properties which receive
services will be charged.
- All
properties receiving service
will pay at the same level.
- Charges
per property will be
calculated based on both
parcel lot square footage and
frontage(s) receiving service.
- The
service area will be extended
in a few areas to cover
sidewalks leading to city
parking lots and ramps.
- The
overall budget for Mall
Maintenance and cost-sharing
distribution between the city
and property owners will
remain the same.

public hearings will be
held:
Downtown Coordinating Committee
(DCC) - Sept. 18 at 5:45p.m.
Common Council - Oct. 7 at
6:45p.m.
