SEX OFFENDER INFORMATION BULLETIN March 3, 2000
This sex offender has served the sentence imposed on him by the courts. He is NOT wanted by the police at this time. This notification is not intended to increase fear, rather, it is our belief that an informed public is a safer public. Sex offenders have always lived in our communities; but it was not until Act 440 was enacted that law enforcement is able to share this information with the community. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will NOT be tolerated. Paul J. Heise is registered with the Sex Offender Registry, and upon his release from prison, was escorted directly to the Madison Police Department where a face-to-face registration with law enforcement did take place. If Paul Heise violates any of these rules or conditions of his parole, he will be taken into custody and placed in confinement pending review of possible revocation proceedings. Witnessed violations should be reported to the Madison Police Department.
Paul J. Heise is currently residing in the 1300 block Tempkin Ave. area of Madison. Heise was convicted of two counts of Second Degree Sexual Assault in 1987 and was convicted in 1993 on one count of First Degree Sexual Assault of a Child. The victims of his crimes were juvenile females between the ages of 11 and 13. Heise is a lifetime registrant of the Wisconsin Sex Offender Registration Program.Additional Sex Offender Information: As of the date of this bulletin, there are over 11,000 sex offenders who have registered as required in the State of Wisconsin. There are over 5,400 sex offenders on probation or parole throughout the State. Approximately 465 of these are registered to Dane County addresses, with over half of those registered to addresses within the city limits of Madison. 75% of these offenders are on probation, having served no time in a prison. |
