DetailsWhat began as routine speed enforcement effort quickly escalated into a drug investigation Tuesday afternoon. A member of the MPD's Traffic Enforcement Safety Team (TEST) knew he would be issuing more than a ticket when several bags of marijuana flew out of the passenger side window of a car, spreading all over traffic lanes in the 1300 block of Fish Hatchery Rd. The car's driver had been flagged by TEST for speeding in the 1800 block of the busy thoroughfare around 12:20 p.m. He was refusing to pull over, and was now leading officers on a relatively low speed pursuit, while running stop signs, and turning onto various streets. One TEST member stopped to gather the bags of drugs, while another pursued the car. It finally stopped in the 1300 block of Wingra Dr. The driver was ordered out at gunpoint and told several times to get on the ground. He eventually complied. Also in the passenger compartment were a 21-year old woman, and two small children: a boy and a girl, ages one and three. The driver claimed to know nothing about the bags of flying marijuana, and said he did not pull over quickly as he was looking for a good place to park. As for the $3,765 found in several of his pockets, he said that was his tax return. He did not understand the reason for many of the citations and charges, which included child neglect. The officer told him the tentative child neglect charge was for "having this chase with me, putting children in danger while violating traffic laws and regulations ... and also for (having) a good quantity of marijuana in the vehicle."
