Mr. Lyons was arrested for Arson. Other tentative charges are possible.
UpdateThe MPD arrested Mr. Steven J. Lyons, age 56, Madison on a tentative charge of arson late this afternoon. Mr. Lyons was taken into custody with the help of OC (Oleoresin Capsicum) spray, and after being hit with a beanbag round.
Investigators believe he set a small fire in a common stairwell - between the first and second floors - of his apartment building.
Madison Police and Madison Fire were dispatched to the scene shortly before 5:00 a.m.
Someone staying in the building had extinguished the blaze prior the arrival of first responders.
Mr. Lyons closed his door on police and fire investigators as they attempted to talk with him during a canvass of the building.
This led to the situation described in the earlier release.
Mr. Lyons apartment is now being searched for evidence.
The MPD would like to thank citizens for their patience this afternoon as this situation was peacefully resolved.

DetailsThe MPD has closed the 1200 blocks of E. Gorham St. and E. Johnson St. to traffic, and evacuated an apartment building following an arson investigation.
MPD investigators were assisting the Madison Fire Department after a small fire was reported in a hallway of the building. Officers wanted to speak with a resident, a possible suspect, but he has not been located. It's believed he is inside his apartment. A chemical odor was detected coming from the residence, and that is the reason for precautions being taken.
Attempts to contact the resident are ongoing.
