A Madison College Officer was walking out of the building when he noticed a male subject, later identified as Brockton Reeve, removing scrap metal from a dumpster on school grounds.  The officer, who was off duty at the time, knew that this behavior was counter to the large sign posted by the dumpster advising that "Removing property from the grounds is considered theft."  The officer challenged Reeve, and he seemed to comply at first, until it became apparent to him that he was not going to be allowed to leave until other security officers and police arrived.  Reeve got into his vehicle, attempted to drive away, and managed to strike a curb; as other security officers struggled with him to stop the vehicle and take the keys. 

Police located a tourniquet and other drug paraphernalia inside the vehicle.  The investigation ended with officers solidifying Reeve's involvement in the theft, and his motive to sell the confiscated items for cash; as he stated he needed money for gas and cigarettes.  Other charges stemmed out of bail restrictions, and Reeve was taken to the Dane County Jail.
