Madison Police responded to a strange turn of events near the 300 block of Price Place on 8/19/2013, shortly after 5:06am.  A delivery driver reported to police that he was dropping off goods to an establishment, when he looked over and saw a naked man.  The male, later identified as Larry Dobratz, was standing in a picture window, and the complainant could see  he had no clothing displayed whatsoever.  Dobratz was said to be "engaged in a solo activity" with his hand, and the driver tried to get Dobratz to cease what he was doing, but Dobratz continued!  Signaling to Dobratz that someone was coming did nothing to change what was occurring, and had no effect on him whatsoever.  The delivery driver then contacted the police department to come deal with this situation.

Dobratz was contacted by police, and had legitimate access to the area he was seen occupying; during the observation by the delivery driver.  He first denied that he was naked or involved in any activity, but soon admitted to his earlier participation in what had been described.  He had no explanation as to why this location or time was chosen for this activity, but did state that he was in the mood, and never made eye contact with the delivery driver. Officers took Dobratz into custody on the charge listed above.  The officers did determine that up to three other occurrences like this had happened in the recent past, and it was highly probable that Dobratz was involved.
