DetailsA MPD sergeant and five officers formulated a plan and safely took an out-of-control man into protective custody Friday evening. The subject, a man in his 30's, lives at a west side group home and has violently attacked and injured police officers in the past. His case manager contacted the MPD indicating he needed to leave the group home and be temporarily taken to a safe house after he punched a staff member. The case worker told the sergeant that the man is "very strong," can be "extremely violent," and that he has punched and bitten officers when they've been called to the home in the past.
The MPD team went in with the sergeant carrying a tactical shield. She was flanked by officers who were holding Tasers. Another walked behind the sergeant and attempted to calmly dialogue with the man. That did not work. According to the sergeant, "He charged at me and other officers. He was clearly enraged. His face was contorted in anger. His movements were quick and aggressive as he rapidly closed the distance on us. I observed his hands formed fists and he assumed a boxer's hand position."
The team remained calm as the subject aggressed to within 7 to 10 feet. "In my assessment, it was clear that a violent confrontation was about to take place," wrote the sergeant in her report. At that moment, two officers deployed electronic control devices (Tasers). The plan worked, the subject fell to padded carpeting. He was not injured and was taken into protective custody. "Officers immediately began talking with (the subject) in an attempt to calm him, (and) he calmed rapidly," said the sergeant.
While cases like this do not typically make news, they do help illustrate why the MPD is recognized, on a national level, for how the department deals with people in crisis. Serving as one of six agencies in the country selected by the Bureau of Justice Assistance as a Law Enforcement/Mental Health Learning Site, MPD's Mental Health Liaison Program is a model for specialized police responses to persons with mental illness. All MPD officers receive extensive training in the area of crisis management and de-escalation to prepare them to respond to incidents like this with compassion, competence, and skilled communication in order to resolve crisis situations with the least amount of force necessary. Ever invested in continuous improvement, MPD is increasing their Crisis Management training hours this fall for its newest officers to provide them with additional opportunities to practice defusing volatile situations.
