Incident Date11/19/2013 - 2:51 PM
Address600 block S. Whitney Way (Westgate Mall)
ArrestedAllen L. Sharer, age 51, Madison
Suspect was arrested for Menacing Panhandling, Disorderly Conduct, and Bail Jumping.
DetailsA mother had just loaded her three-year-old daughter into a car seat - after shopping at Westgate Mall yesterday afternoon - when "he came out of nowhere." She said the panhandler was saying something about running out of gas; that he has kids, and she would understand as she is a mother. The woman said the man was advancing on her. Upset and scared, she threw a few dollars his way, but he kept coming toward her. She thought he was about to grab her, so she started yelling at him to get away. He replied that he was just trying to hug her.
The commotion attracted the attention of another shopper, a man from Mt. Horeb, who was driving in the lot. He later told police that the suspect quickly approached several other women, just as they were about to get in their vehicles.
As the witness was watching the suspect, the suspect also came up to man's open driver's side window. He related a bit of a different story to him, saying his car was at "Sutter's Station" in Mt. Horeb, and that it needed work. The panhandler said his kids are also there, and he needs money. The witness knew this to be a fib. As he hails from Mt. Horeb, he knew there is no such service station there.
He and the woman with the three-year-old both called police, and officers made contact with the suspect. One recognized him as someone she had cited in the area a month ago for menacing panhandling, and for urinating on the door of an area business.
The intoxicated man was taken to jail. As a condition of his bail, the MPD is requesting he be banned from the 600 block of S. Whitney Way, where Westgate Mall is located.
