Incident Report for Case #2018-00075627

Incident Type

Incident Date

03/01/2018 - 4:50 PM

4513 Milwaukee Street (Chase Bank)

The Madison Police Department has received information from the Dane County District Attorney's Office that there will be no prosecution in the death of Luis M. Narvaez, age 35. Narvaez was shot by a security guard this past March during a bank robbery at Chase Bank, 4513 Milwaukee St.

Based upon the totality of circumstances taking place, the District Attorney's Office does not believe criminal culpability - on the part of the security guard - can be proven beyond a reasonable doubt.

The security guard believed the amount of force used was necessary to protect other people in the bank. The DA noted that had the security guard used deadly force only to protect bank assets (money), a different decision might have been rendered as Wisconsin law does not shield someone from prosecution for the sole purpose of defending property.

During the course of the investigation, the MPD and Middleton Police Department were able to link Narvaez six other bank robberies. Approximately $14,000 was taken during the heists. In some cases the suspect wore a Deadpool Halloween mask.

These are robberies connected to Narvaez:

November 6, 2017 -Associated Bank, 2420 Allen Blvd., Middleton

November 22, 2017 - Associated Bank, 2420 Allen Blvd., Middleton

December 4, 2017 – Chase Bank, 4513 Milwaukee St.

December 22, 2017 – Old National Bank, 333 S. Westfield Rd.

January 22, 2018 – Associated Bank, 1720 Monroe St.

February 22, 2018 - Associated Bank, 1720 Monroe St.

March 1, 2018 - December 4, 2017 – Chase Bank, 4513 Milwaukee St.

Common characteristics in some or all bank robberies include:

Similar commands and style of robbery

As a result of joint investigations, the Madison Police Department and Middleton Police Department will be closing these cases.
