In the past few days an armed man with no permanent address has been responsible for two carjacking cases in Madison.
On Monday, Marvin Baker, showed a 22-year-old college student he had a gun as he got into her car in downtown Madison. This happened in broad daylight as she stopped at a stop sign at the corner of State St. and West Gilman St.
The suspect ordered the victim to drive to A-T-M machines and withdraw cash from her accounts.
He later let her out the car, and then he stole it, driving around Madison before eventually abandoning the vehicle.
Since Monday, apprehending Baker has been a top priority for the Violent Crimes Unit. His photo was released to the public, and there were several leads. Each time, resources were deployed, but the suspect was able to elude arrest.
Yesterday, around noon, Baker – who was still armed - jumped into the car of a 46-year-old Madison woman while she was in the parking lot of the McDonald's on East Washington Ave.
He ordered to drive him south.
Around 4:00 p.m., the victim convinced Baker she needed to use the bathroom. They stopped at a gas station in Jasper County, Indiana. This is south of Gary. Baker and the victim got out of the car and began walking towards the gas station. There was a moment where the victim believed she had an opportunity to run, and she did. She went back into her car, locked the doors, drove away and called 911.
Meanwhile, Baker got into the car of a third woman. Around 9:50 p.m. last night, Indiana State Police arrested Baker in that car, in Clark County, Indiana.
Fortunately none of the victims were physically harmed.
There was a real concern that Baker would shoot it out with police, as he knew, if caught, going back to prison – potentially for the rest of his life - was a strong possibility.
We are grateful for the assistance of the Jasper County Sheriff's Department, the Kouts (Indiana) Police Department – which is also in Indiana, and the Indiana State Police. Also assisting in the effort to apprehend Baker were the D-E-A, the A-T-F, and the F-B-I.
Our detective team is in touch with both of our local victims. Both are relieved that Baker is in custody.
Update - 04/19/2018 @ 10:35 PM - Marvin Baker was arrested in Indiana, on 04/19/18 at approximately 9:50 PM, without injury to any victim or suspect.
On 04/19/18, MPD received information from the Jasper County (IN) Sheriff's Office that officers in Jasper County were in contact with a 46-year-old Madison resident. This female reported to Jasper County law enforcement personnel that a male named "Marvin" entered the passenger side of the victim's vehicle while she was in Madison and ordered the female at gunpoint to drive the male from the area. This male has been identified as Marvin M. Baker, age 41, no permanent address. Multiple city, county, state, and federal agencies are actively seeking Baker at this time. Baker was last seen in the area of Wheatfield, IN and Baker should still be considered armed and dangerous.
VCU detectives have identified a suspect and have probable cause to arrest him on tentative charges of kidnapping and armed robbery. He is

A mugshot of Baker is attached to this release as is a surveillance image showing what he was wearing at the time of the crime.
The victim's car was located and recovered.
The suspect, Marvin Baker, remains at-large and Baker is still considered to be armed and dangerous. If anyone sees Marvin Baker please call 911.

DetailsThe MPD's Violent Crimes Unit is investigating a robbery where a 22-year-old woman was ordered to drive a man to an ATM machine and withdraw cash from her account late this morning. The victim said the man – who indicated he had a gun - got into her car at the intersection of State St. and West Gilman St. while she was stopped at a stop sign. He told her to take him to a bank. After he got money, he left the unharmed victim in the 3200 block of Oakbridge Ave. near Olbrich Botanical Gardens. He then drove off in her car. It is a gold 2006 Altima with Wisconsin plate number 588-GDS. Anyone with information is asked to call Madison Area Crime Stoppers at (608) 266-6014. The suspect should be considered armed.
