 A 22-year-old Madison woman was in tears when police arrived Friday afternoon. She had just been sexually assaulted by a drunken stranger while walking in the 2800 block of E. Washington Ave.  The man reached under her dress and rubbed her private areas for many seconds before she could push him away. She told an officer she has seen the man around in the past, and that he often makes "kissy" faces at her while grabbing his crotch. He was still nearby Friday when police arrived, lifting up his shirt to show passersby his bare chest. When asked why he had sexually assaulted the victim, he said "I had to teach her a lesson." What kind of lesson inquired the officer? "That she can't be wearing clothes like that," he said. On the way to jail he used a barrage of profanity against the officer, calling her names and accusing her of being a racist.
