Suspect was arrested for first degree reckless endangerment, damage to property, operating while revoked, reckless driving - endangering safety, and hit-and-run.
UpdateA private security guard witnessed the shooting. He says three people had approached the suspect's car and it appeared there was some sort of conversation that took place. As the trio walked away, the security guard saw the suspect fire a round – from his car - in their direction. The driver then sped out of the ramp, taking out a parking ramp stop arm. The car just missed a pedestrian on the sidewalk outside of the ramp by a couple of feet. It then raced south on Frances St. running a red light at University Ave. Witnesses, including a MPD officer, were able to get a partial plate number. Surveillance video provided a full plate number, and officers were able to perform a high-risk stop on the car in the 1600 block of Fordem Ave. The driver was arrested on a number of tentative charges which are listed above. A shell casing was recovered from the ramp.

DetailsMadison Police officers were near the intersection of Francis Street and State Street when they heard a gunshot and observed a vehicle exiting the Lake Street ramp (on the Frances St. side) at a high rate of speed. This vehicle was found by other officers and stopped. Investigation at the ramp did yield evidence of a shooting there immediately following a disturbance. The lone occupant of the vehicle has been arrested for his participation in this incident.
This incident is still under investigation. The Madison Police are encouraging those who were present at this scene and/or witnessed it to contact the Madison Police Department.
